Job Overview:
The Child Marriage Expert will play a crucial role in advancing UNFPA's agenda on adolescent and youth issues, particularly focusing on the elimination of Child, Early, and Forced Marriages (CEFM). This position involves engaging in policy dialogue, advocacy, and visibility efforts to promote evidence-based approaches to youth empowerment and development. The expert will support the implementation of the TUSIP CEFM programme, ensuring alignment with national policies and UNFPA's strategic objectives. The role requires collaboration with various stakeholders, including government bodies, civil society organizations, and youth-led initiatives, to mobilize resources and enhance the visibility of UNFPA's leadership in this area. The expert will also be responsible for managing and coordinating the AY-Programme, ensuring effective monitoring, evaluation, and reporting of results.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess strong analytical and strategic thinking skills, with a proven ability to manage complex projects and engage with diverse stakeholders. They should demonstrate a commitment to UNFPA's mission and values, including integrity, cultural diversity, and a focus on results. Experience in policy advocacy, resource mobilization, and partnership-building is essential. The ideal candidate will have a strong understanding of adolescent and youth issues, particularly in the context of CEFM, and be able to provide evidence-based policy advice.
Educational Background:
A master's degree in social sciences, public health, international development, or a related field is required. Candidates with a background in gender studies or human rights will be given preference. Additional training or certifications in project management, monitoring and evaluation, or advocacy will be advantageous.
Experience:
A minimum of 5 years of professional experience in the field of adolescent and youth development, with a focus on policy advocacy and program management. Experience working with UN agencies, government bodies, and civil society organizations is highly desirable. Candidates should have a track record of successfully managing projects related to CEFM or similar issues.
Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Lao or other local languages is an asset and will be considered a plus, as it facilitates communication with local stakeholders and communities.
Additional Notes:
This position is based in Vientiane Capital, Laos, and may require travel to rural areas where infrastructure is less developed. The living conditions in Vientiane are relatively good, but candidates should be prepared for the tropical climate and potential challenges in accessing specialized healthcare. The role is full-time, and candidates should be aware of the UN's commitment to diversity and inclusivity in the recruitment process. Selected candidates may be subject to Covid-19 vaccination requirements as per the host entity's policy.

- Support evidence-based policy dialogue with parliamentarians on adolescent and youth issues, including adolescent pregnancy and harmful practices such as CEFM.
- Contribute substantive policy inputs on Adolescents and Youth (AY) and CEFM to UN coordination processes.
- Enhance UNFPA's visibility as a key partner in adolescent and youth development.
- Maintain collaborative relationships with government counterparts and development partners.
- Lead the preparation of donor reports and funding proposals for the AY-portfolio.
- Collect and analyze data on good practices related to AY programming.
- Manage and coordinate the implementation of the TUSIP CEFM programme.
- Oversee the drafting of annual work plans and budgets for the AY Programme.
