Job Overview:
The Data Analyst position is a critical role within Pact, specifically for the ACHIEVE South Africa program. This position serves as the lead technical resource for program data analysis and impact measurement. The Data Analyst collaborates closely with the monitoring, evaluation, and learning (MEL) and program teams to transform routine monitoring and program data into credible evidence regarding reach, quality, outcomes, and performance. The role encompasses the entire analytical process, including data extraction, cleaning, documentation, validation, analysis, visualization, and reporting. The Data Analyst is responsible for applying appropriate statistical methods, clearly explaining findings, and assisting teams in utilizing evidence to enhance implementation and meet donor expectations. Additionally, the Data Analyst is tasked with strengthening the skills of MEL and program staff through coaching and providing practical tools and hands-on analytical support.
Duties and Responsibilities:
The Data Analyst will set and maintain a program analysis plan that aligns with the results framework, learning priorities, reporting commitments, and management questions. Responsibilities include analyzing program reach, service quality, outcomes, and performance, disaggregating findings by relevant characteristics such as geography, age, sex, and population group to identify variations and areas needing attention. The analyst will apply sound statistical methods, including descriptive, trend, and cohort analysis, and utilize more advanced methods when appropriate, clearly stating assumptions and limitations. The role involves preparing documented and repeatable analytical workflows using Excel and suitable query or statistical tools, maintaining analysis files, syntax, data dictionaries, and version records for reproducibility. The Data Analyst will extract, combine, clean, and validate data from various program sources, conduct routine data quality assessments, and reconcile reported figures with source records. They will develop and maintain practical dashboards and visualizations in tools like Power BI, Tableau, or Excel, lead analytical content for performance reviews and reporting, and present findings in meetings while facilitating discussions on data implications. The analyst will also support evaluations, learning studies, and impact measurement work, coach MEL and program staff in data interpretation, and ensure compliance with data protection and confidentiality requirements.
Required Qualifications:
Candidates must possess a Bachelor's degree in statistics, data science, epidemiology, economics, monitoring and evaluation, public health, social sciences, or a related quantitative field, along with at least five years of progressively responsible experience in program data analysis. This experience should include leading complex analytical assignments or coaching colleagues. A relevant master's degree is advantageous, and an equivalent combination of education and directly relevant experience will be considered. Essential knowledge includes the ability to clean, link, analyze, and interpret large program datasets, advanced Excel skills, and proficiency in SQL, R, or Python. Candidates should have strong experience with visualization tools like Power BI or Tableau, practical knowledge of statistical methods for performance and outcome analysis, and clear analytical writing and presentation skills.
Educational Background:
The educational background required for this position includes a Bachelor's degree in a quantitative field such as statistics, data science, epidemiology, economics, monitoring and evaluation, public health, or social sciences. A relevant master's degree is preferred and can enhance a candidate's qualifications. The organization is open to considering an equivalent combination of education and directly relevant experience as a substitute for formal educational requirements.

The position requires at least five years of progressively responsible experience in program data analysis. This experience should include leading complex analytical assignments and providing coaching to colleagues.
