Job Overview:
The Finance and Operations Manager will play a crucial role in ensuring effective financial management for the consortium, which includes overseeing grant management, compliance with donor requirements, and risk management. The position requires a strong background in managing donor-funded programs and the ability to navigate complex financial systems. The role holder will be responsible for ensuring high-quality programming while maintaining accountability and compliance with VSO policies. This includes preparing financial reports for donors, managing budgets, and ensuring that all financial activities align with VSO's mission and values. Duties and Responsibilities:

• Provide effective financial management services for the consortium, ensuring compliance with donor requirements and VSO policies.
• Oversee the preparation and submission of financial reports to donors, ensuring accuracy and timeliness.
• Manage the budgeting process, including the development of budgets for new projects and monitoring of existing budgets.
• Conduct risk assessments and implement strategies to mitigate financial risks associated with grant management.
• Ensure compliance with all relevant financial regulations and standards, including audits and financial reporting requirements.
• Collaborate with partners to ensure effective financial oversight and support for project implementation.
• Provide training and support to staff and partners on financial management best practices.
• Monitor and evaluate financial performance, providing recommendations for improvements as necessary.

Required Qualifications:
The ideal candidate should possess strong financial management skills, particularly in the context of donor-funded programs. They should have a proven track record of managing complex grants and financial systems, with a focus on compliance and accountability. Strong analytical skills and attention to detail are essential, as well as the ability to communicate financial information clearly to non-financial stakeholders. The candidate should also demonstrate a commitment to VSO's mission and values, with a strong understanding of the challenges faced by communities in developing countries.

Educational Background:
A degree in finance, accounting, business administration, or a related field is required. Professional qualifications such as ACCA, CPA, or equivalent are highly desirable. Additional training in grant management and compliance is also beneficial.

Experience:
Candidates should have at least 5 years of experience in financial management, with a focus on donor-funded programs. Experience in managing multi-partner grants and conducting audits is essential. Familiarity with financial regulations and compliance requirements in the international development sector is also important.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of additional languages relevant to the region or the communities served by VSO is considered an asset.
