Job Overview:
The Logistics Officer position is crucial for the effective implementation of the logistics function within NRC. This role involves overseeing daily logistics operations, ensuring compliance with NRC policies and donor requirements, and managing procurement processes. The Logistics Officer will be responsible for preparing monthly logistics reports, maintaining accurate procurement records, and supporting the administration of resources to achieve project deliverables within set budgets and timelines. Duties and Responsibilities:
The Logistics Officer will carry out a range of duties, including but not limited to: ensuring adherence to NRC policies and guidelines, implementing delegated logistics functions according to the Plan of Action, conducting daily logistics operational support activities, preparing and developing monthly reports for the Country/Area office, and ensuring proper filing of all support documents. Specific responsibilities include managing procurement processes from solicitation through award, preparing and administering Purchase Orders and contracts, maintaining accurate procurement records, ensuring competitive procurement processes, and supporting supplier due diligence and registration. The officer will also assist in building positive relationships with vendors, conduct market research, and participate in training programs on NRC procurement policies. Additionally, the Logistics Officer will collaborate with the Logistics Coordinator to identify opportunities for improvement in logistics processes and provide ongoing support to Area and Field Offices regarding procurement inquiries.
Required Qualifications:
Candidates must possess a university degree in Business Administration, Logistics, Supply Chain Management, or a related field. A minimum of 2 years of experience in the humanitarian sector is required, with at least 1 year in procurement and 1 year in general logistics. Experience working as a logistics officer in a humanitarian or recovery context is essential, along with documented results related to the position's responsibilities. Strong negotiation skills, the ability to deliver under pressure, and excellent communication and interpersonal skills are also required.
Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Business Administration, Logistics, or Supply Chain Management. This educational foundation is critical for understanding the complexities of logistics operations and procurement processes in a humanitarian context.
Experience:
The position requires a minimum of 2 years of relevant experience in the humanitarian sector, with specific emphasis on procurement and logistics.
