Job Overview:
The DRC Program Specialist role is designed to ensure the effective implementation and rollout of monitoring, evaluation, accountability, and learning (MEAL) strategies and global standards within the organization. The primary objective is to guarantee that persons of concern have safe, timely, and adequate access to services through more efficient and accountable referral pathways. This involves strengthening referral pathways across various sectors and humanitarian agencies, encouraging cross-sector referrals for a holistic response to people's needs, and producing evidence-based analyses of needs, gaps, and bottlenecks in referral pathways. The role also includes leading the implementation and continuous improvement of referral systems, engaging partners, developing standard operating procedures, and delivering training to stakeholders on referral pathways. The Program Specialist will play a pivotal role in enhancing program effectiveness and ensuring that the organization meets its objectives in a challenging humanitarian context.
Duties and Responsibilities:
The duties and responsibilities of the DRC Program Specialist encompass a wide range of tasks aimed at ensuring effective monitoring, evaluation, accountability, and learning. Key responsibilities include coordinating the development of monitoring and reporting systems, designing and deploying data collection methods, ensuring ethical principles are upheld in fieldwork, and conducting data quality assurance. The Program Specialist will also analyze and report on qualitative and quantitative data, support the use of data to enhance program effectiveness, and produce analytical reports to inform programming decisions. Additionally, the role involves leading the implementation of referral systems, ensuring timely and accurate donor reporting, overseeing partnerships related to referral systems, conducting capacity assessments, and delivering training to internal and external stakeholders. The Program Specialist will also identify technical gaps in the program and contribute to the continuous improvement of referral pathways and systems.
Required Qualifications:
To be considered for the DRC Program Specialist position, candidates must possess a Master's degree in business management, social science, international development, or a related field. A minimum of three years of experience in a humanitarian context is required, preferably in program implementation, coordination, or information management. Candidates should have a proven track record in establishing and operating effective referral information management systems, facilitating technical training, and engaging with external stakeholders. Knowledge and experience in operating the Referral Information Management System (RIMS) and experience in MEAL or protection programming are highly desirable. Strong written and oral communication skills, the ability to organize work effectively, and excellent interpersonal skills are essential for success in this role.

Languages:
Fluency in English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders, conducting training sessions, and producing reports. Knowledge of additional languages may be considered an asset but is not required.
