Job Overview:
The National Consultant will play a crucial role in supporting the sustainable reintegration of returned Kazakhstani migrants who participated in the UK Seasonal Worker Scheme (SWS). The consultant will be responsible for delivering financial literacy training, business planning training, and individualized coaching to assist returned migrants in developing viable business plans. Additionally, the consultant will provide technical support throughout the grants selection and implementation process, develop analytical products on sustainable reintegration practices, and facilitate national-level policy dialogue on sustainable reintegration. The consultant is expected to have hands-on experience in designing and delivering financial literacy training, entrepreneurship support, and reintegration programming, ensuring that the consultant directly undertakes the substantive technical work rather than merely coordinating or managing third-party service providers.
Duties and Responsibilities:
The consultant will lead and undertake core technical tasks, including the design and delivery of financial literacy training, coaching and mentoring of grant applicants and beneficiaries, conducting analytical research, drafting reports, facilitating stakeholder consultations, and preparing all required outputs. Specific duties include reviewing and adapting existing financial literacy materials, developing a delivery plan and training schedule, delivering financial literacy sessions, integrating practical content on budgeting, savings, debt management, and entrepreneurship, preparing participant materials, and submitting training reports. The consultant will also develop and deliver business planning training, support beneficiaries in creating viable business plans, participate in the grants selection process, provide post-award coaching to grantees, and monitor their progress. Furthermore, the consultant will conduct an analysis of sustainable reintegration practices, examining existing support mechanisms, institutional roles, employment pathways, financial inclusion opportunities, and barriers to reintegration. The consultant will facilitate a National Dialogue on Sustainable Reintegration, supporting IOM in designing the event and moderating discussions.
Required Qualifications:
Candidates must possess a Master’s degree from an accredited academic institution in fields such as Economics, Finance, Business Administration, Public Policy, Development Studies, Migration Studies, or Social Sciences. Additionally, at least five years of relevant professional experience in financial literacy, entrepreneurship development, business consulting, reintegration programming, or economic inclusion is required. Experience in adult learning, SME support, grants evaluation, research, and policy analysis is essential. Previous experience with IOM, UN agencies, or development organizations is advantageous, and knowledge of migration and reintegration issues in Kazakhstan is highly desirable. Candidates should provide examples of training materials, analytical reports, or similar products they have developed, demonstrating their direct authorship or lead technical responsibility for comparable assignments.
Educational Background:
A Master’s degree from an accredited academic institution in relevant fields such as Economics, Finance, Business Administration, Public Policy, Development Studies, Migration Studies, or Social Sciences is required for this position. This educational background is essential to ensure that the consultant possesses the necessary theoretical knowledge and analytical skills to effectively contribute to the objectives of the consultancy.
Experience:
The position requires at least five years of relevant professional experience in areas such as financial literacy, entrepreneurship development, business consulting, reintegration programming, or economic inclusion. This experience should include a strong background in adult learning, SME and entrepreneurship support, grants evaluation, research, and policy analysis. Additionally, experience in facilitating multi-stakeholder consultations, workshops, and policy dialogues is crucial. Previous work with IOM, UN agencies, or donor-funded projects is considered an advantage, particularly if it involves knowledge of migration and reintegration issues in Kazakhstan.
Languages:
The mandatory languages for this position are Kazakh and Russian, with English being an advantage. Proficiency in these languages is essential for effective communication with stakeholders and for delivering training and support to returned migrants and grant beneficiaries.
Additional Notes:
The consultancy will cover all costs related to travel, accommodation, communications, local transportation, and other expenses required for successful completion of the assignment within the consultant's proposed fee. No separate Daily Subsistence Allowance (DSA) will be paid by IOM. The consultant will be responsible for their own medical insurance for non-occupational accidents or illnesses and must provide proof of coverage before commencing work. The appointment is subject to funding confirmation and certification of medical fitness for appointment. IOM has a zero-tolerance policy on conduct incompatible with its aims and objectives, including discrimination and harassment. IOM does not charge any fees during the recruitment process.
