Job Overview:
The Non-Technical Survey (NTS) Coordinator position is crucial for the strategic development and technical oversight of Community Liaison activities within DRC's operations in Ukraine. Reporting to the Head of Humanitarian Mine Action (HMA) and working closely with the Head of Programme, the NTS Coordinator will be responsible for guiding the implementation of Non-Technical Survey and Explosive Ordnance Risk Education (EORE) activities. This role emphasizes the importance of mentorship and capacity building, aiming to nationalize the position over time. The coordinator will play a pivotal role in ensuring that community engagement is effectively integrated into DRC's broader humanitarian efforts, aligning with national mine action strategies and donor priorities. The position requires a blend of technical expertise, programmatic direction, and the ability to foster partnerships with local stakeholders.

Duties and Responsibilities:
The NTS Coordinator will undertake a variety of responsibilities, including but not limited to:

• Strategic Leadership and Programme Oversight: Collaborate with the Head of HMA to set the strategic direction for Community Liaison activities, ensuring alignment with DRC's country strategies and international standards.
• Programme Design and Development: Contribute to fundraising efforts by providing technical inputs for proposals, including setting targets and developing budgets for NTS and EORE activities.
• Localisation and Partnership Development: Assess national HMA partners and oversee capacity development plans to ensure compliance with DRC's technical standards.
• Planning and Coordination: Maintain up-to-date Standard Operating Procedures (SOPs) for EORE and NTS, ensuring alignment with international standards.
• Technical Support: Provide oversight for EORE delivery, ensuring effective community engagement and monitoring of EORE sessions.
• Implementation of Non-Technical Survey: Maintain oversight of NTS methodologies, propose innovative practices, and ensure adherence to national standards.
• Community Engagement: Advise on best practices for community liaison activities and analyze land release impacts.
• Reporting and Information Management: Ensure technical standards for documentation and reporting are upheld, and cooperate with the MEAL department for monitoring tools.
• People Management: Provide mentorship to national colleagues and oversee training activities for staff involved in Community Liaison. 1
• Quality Management: Support procurement of NTS and EORE-related equipment and coordinate quality assurance visits. 1
• External Engagement: Attend relevant meetings and workshops, maintaining networks for information exchange.

Required Qualifications:
Candidates must possess a technical certification in Non-Technical Survey and have at least five years of relevant experience in humanitarian mine action, with a minimum of three years in managing NTS activities. A master's degree in international development, humanitarian affairs, social sciences, or a related field is required. Additionally, candidates should demonstrate proven experience in capacity development and mentorship within the NTS field, alongside full professional proficiency in English, both written and verbal. Advanced computer literacy, particularly in Microsoft Office, is essential, as is a comprehensive understanding of International Mine Action Standards and best practices in humanitarian contexts. The ability to influence without direct authority and coordinate effectively across departments is crucial, as is experience in developing technical standards and operating procedures.

Educational Background:
The educational background required for this position includes a master's degree in a relevant field such as international development, humanitarian affairs, social sciences, or a closely related discipline. This educational foundation is essential for understanding the complexities of humanitarian mine action and the socio-political contexts in which DRC operates.

Experience:
The position requires a minimum of five years of relevant experience in humanitarian mine action, with at least three years specifically focused on managing and overseeing Non-Technical Survey activities. Candidates should have a proven track record of conducting capacity development and mentorship in the field, demonstrating their ability to lead and support teams effectively in challenging environments.

Languages:
Full professional proficiency in written and verbal English is mandatory for this role. While English is the primary language of communication, knowledge of additional languages relevant to the operational context may be considered an asset, enhancing the ability to engage with diverse communities and stakeholders.

Additional Notes:
The position is offered as a 12-month fixed-term contract, with the possibility of extension based on performance and funding availability after a successful three-month probationary period. The designated duty station is Kyiv, classified as a non-family duty station. The anticipated start date for this role is September 202
