Job Overview:
The Recruitment Consultant will play a crucial role in managing the end-to-end talent acquisition process, particularly in the context of organizational restructuring within relevant Country Offices. This position requires a strategic approach to recruitment, ensuring compliance with UNFPA policies and procedures while effectively addressing the staffing needs arising from realignment exercises. The consultant will be responsible for coordinating recruitment activities, including job fairs and regional vacancies, and will work closely with hiring managers and the Regional HR Team to ensure that job descriptions and position requirements are accurately defined. The role also involves conducting application screenings, managing assessments, and compiling recruitment data for meetings. The consultant will track recruitment timelines, identify potential risks, and provide regular updates to management, ensuring that all recruitment documentation is maintained in an audit-ready state. This position is designed for a professional who is adept at navigating complex recruitment processes and is committed to fostering inclusive hiring practices.

Duties and Responsibilities:
The duties and responsibilities of the Recruitment Consultant include:
  • Coordinating and managing the entire recruitment and selection process for positions affected by organizational realignment, including internal job fairs and priority regional vacancies.
  • Collaborating with Country Offices, hiring managers, and the Regional HR Team to review and finalize job descriptions and position requirements.
  • Conducting initial job matching exercises and ensuring alignment with approved realignment principles.
  • Screening applications and managing various assessment methodologies, including written assessments and competency-based interviews.
  • Supporting the compilation of recruitment information for meetings and coordinating assessment scoring and interview panels.
  • Developing interview schedules, preparing competency-based interview questions, and briefing panel members on evaluation criteria.
  • Taking detailed notes during interviews and compiling assessment results to prepare selection reports.
  • Tracking recruitment progress against timelines, identifying risks, and providing updates to management.
  • Ensuring accurate record-keeping and maintenance of recruitment files. 1
  • Capturing lessons learned and contributing to post-implementation reporting as required. 1
  • Performing other HR duties as assigned by management.

Required Qualifications:
The required qualifications for the Recruitment Consultant position include:
  • A completed advanced university degree (Master's) in Human Resources, Business Administration, Organizational Psychology, or a related field.
  • Alternatively, a completed Bachelor's degree with two additional years of qualifying experience may be accepted.
  • A minimum of 2 years of progressively responsible professional experience in end-to-end recruitment, talent acquisition, or HR management.
  • Proven experience in supporting organizational change management and high-volume recruitment exercises.
  • A deep understanding of competency-based interviewing and inclusive hiring practices.
  • Familiarity with UNFPA policies and procedures is highly desirable.
  • Proficiency in Applicant Tracking Systems and HR data analytics, along with strong skills in MS Excel and MS Word.

Educational Background:
The educational background required for this position includes a completed advanced university degree (Master's) in Human Resources, Business Administration, Organizational Psychology, or a related field. Candidates with a Bachelor's degree may be considered if they have two additional years of relevant experience, demonstrating the ability to perform the required functions effectively.

Experience:
Candidates should possess a minimum of 2 years of progressively responsible professional experience in recruitment, talent acquisition, or HR management. This experience should include a proven track record in supporting organizational change management and high-volume recruitment exercises, showcasing the ability to navigate complex recruitment processes effectively.

Languages:
Fluency in English is required for this position. Knowledge of additional languages such as Spanish, French, and/or Portuguese is considered an asset, enhancing the candidate's ability to communicate effectively in diverse environments and with a broader range of stakeholders.

Additional Notes:
The consultancy is set to last from July 1, 2026, to December 31, 2026, with an initial period of 6 months and a maximum of 30 days for each assignment. The services will be delivered remotely, allowing for flexibility in work arrangements. Regular monitoring and progress control will be conducted through bi-weekly update reports submitted to the Regional HR Team. The consultant will report to the Regional HR Business Partner and the Head of Office or Representative as applicable.
