Job Overview:
The position of Data Enumerator for the Mobility Tracking Matrix (MTM) involves supporting the implementation of a comprehensive data collection system designed to monitor displacement and population mobility in Kyrgyzstan. The MTM was established in 2022 and is tailored to the local context, utilizing IOM’s Global Displacement Tracking Matrix (DTM) methodology. The enumerators will be responsible for conducting interviews with key informants, ensuring data accuracy and completeness, and adhering to IOM guidelines throughout the data collection process. This role is crucial for enhancing the understanding of human mobility trends, needs, and vulnerabilities in Kyrgyzstan, and will involve collaboration with various stakeholders, including community leaders and returned migrant groups.
Duties and Responsibilities:
The enumerators will have a range of responsibilities, including: conducting Key Informants Interviews (KIIs) with community leaders, religious leaders, and other relevant stakeholders; ensuring data accuracy and completeness through direct observation and follow-up interviews; taking photographs with consent; developing and submitting a narrative report at the end of data collection; ensuring compliance with IOM guidelines and code of conduct; participating in enumerator training; developing fieldwork plans; coordinating with field supervisors; preparing necessary equipment for field visits; establishing relationships with community focal points; validating information through cross-checking; keeping detailed records of daily activities; documenting challenges encountered in the field; and submitting completed survey forms into the KOBO data management system.
Required Qualifications:
Candidates must possess strong interpersonal and communication skills, with the ability to engage effectively with diverse populations. They should demonstrate a commitment to ethical standards and confidentiality in data collection. Familiarity with the local context and cultural sensitivities is essential. Additionally, candidates should be detail-oriented, organized, and capable of managing multiple tasks efficiently. Proficiency in data collection tools and methodologies is preferred, along with a willingness to learn and adapt to new technologies and processes.
Educational Background:
A minimum of a high school diploma is required, with preference given to candidates who have completed higher education in social sciences, statistics, or a related field. Relevant training in data collection methodologies or experience in research is advantageous.
Experience:
Candidates should have prior experience in data collection, field research, or similar roles, particularly in humanitarian or development contexts. Experience working with diverse communities and understanding migration issues will be considered an asset. Familiarity with IOM's principles and guidelines is also beneficial.
Languages:
Fluency in Kyrgyz and Russian is mandatory, as interviews will be conducted in the native language of the interviewers. Proficiency in English is considered a plus, especially for communication with international stakeholders and documentation purposes.
Additional Notes:
This position is a volunteer assignment under the UN Volunteer program, and it may involve travel within Kyrgyzstan for data collection purposes. The role is expected to be full-time during the data collection phases, with specific contract duration details to be provided upon selection. The successful candidate will receive training and support from IOM staff and will be part of a collaborative team working towards enhancing migration governance in Kyrgyzstan.
