The HR Specialist (Recruitment Specialist) plays a crucial role in coordinating the end-to-end recruitment and onboarding processes for the Danish Refugee Council's operations in Syria. The ideal candidate for the HR Specialist (Recruitment Specialist) position should possess a minimum of three years of experience in recruitment, talent acquisition, or human resources. They should have experience in end-to-end recruitment processes, online recruitment systems, structured assessments, and compliance with national labor legislation. Familiarity with onboarding, workforce planning, and HR operations is essential. Additionally, experience in developing standard operating procedures (SOPs), policies, and HR process documentation is preferred. The candidate should demonstrate strong organizational skills, attention to detail, and the ability to manage multiple tasks effectively.
Educational Background:
Candidates must hold a Bachelor's Degree in Human Resources, Business Administration, or a related field. This educational background provides the foundational knowledge necessary for understanding HR principles, recruitment strategies, and organizational behavior, which are critical for success in this role.
Experience:
The position requires a minimum of three years of relevant experience in recruitment, talent acquisition, or human resources. Candidates should have a proven track record of managing the recruitment process from start to finish, including experience with applicant tracking systems and compliance with labor laws. Experience in onboarding and workforce planning is also essential, as well as familiarity with the unique challenges of working in the NGO or humanitarian sector.
Languages:
Fluency in Arabic and English is mandatory for this position. Proficiency in both languages is essential for effective communication with candidates, hiring managers, and stakeholders. Additional language skills may be considered an asset but are not required.

Duties and Responsibilities:
- Recruitment & Talent Acquisition: Confirm recruitment requests are approved and aligned with staffing plans; review job descriptions and selection criteria; coordinate advertising, sourcing, longlisting, shortlisting, written tests, interviews, and reference checks; ensure recruitment panels are appropriately constituted; prepare selection documentation and recruitment reports; coordinate employment offers and candidate communication; maintain talent pools for recurring positions; ensure consistent recruitment practices across locations; ensure compliance with DRC policies and Syrian labor law.
- Onboarding & Employee Integration: Manage the onboarding process for new employees; ensure completion of pre-employment documentation; prepare onboarding schedules and induction plans; coordinate with relevant stakeholders for timely provision of equipment and workspace; monitor new hire integration and provide support during onboarding and probation periods.
- Workforce & Recruitment Planning: Support annual workforce planning; coordinate with department heads to identify staffing requirements; maintain and update the organizational structure; generate headcount and recruitment reports.
- HR Governance, SOPs & Process Improvement: Develop and update recruitment and onboarding SOPs, templates, and process documentation.
- Recruitment Quality, Compliance & Reporting: Ensure compliance with procedures and labor legislation; maintain confidential recruitment files; update recruitment systems and prepare reports on recruitment progress.
- Recruitment Systems & Data Management: Maintain accuracy of recruitment databases and applicant tracking systems; produce recruitment dashboards and reports for management review.
- Training & Stakeholder Support: Act as a subject matter expert for recruitment processes; provide technical guidance to HR colleagues and hiring managers.
