The organization employs direct interventions, supports duty bearers, collaborates with civil society organizations (CSOs), and forms partnerships to enhance its impact. Job Overview:
The Human Resources and Administration Officer position is crucial for supporting and executing human resources and administrative functions that underpin humanitarian assistance operations in the Kharkiv and Donetsk regions. This role is designed to provide day-to-day HR and administrative support to both field teams and office staff located in Barvinkove. The officer will ensure efficient office operations, maintain proper documentation, and ensure compliance with both internal procedures and local regulations. The position may also require occasional business trips within Ukraine, emphasizing the need for flexibility and adaptability in a dynamic work environment. The successful candidate will play a key role in fostering a supportive and compliant workplace, contributing to the overall effectiveness of DRC's humanitarian efforts.
Duties and Responsibilities:
The duties and responsibilities of the Human Resources and Administration Officer include supporting the implementation of HR policies and ensuring compliance with Ukrainian labor legislation and DRC procedures. The officer will assist in recruitment processes, which encompass vacancy tracking, conducting interviews, and preparing job offers and hiring documentation. Additionally, the role involves coordinating onboarding processes and preparing induction materials for new staff members. The officer will be responsible for preparing employment contracts and amendments, as well as providing administrative support for HR changes. Maintaining and updating HR data in DRC Dynamics, including contracts, leave, and staff movements, is a critical aspect of the role. The officer will also prepare staff timesheets and manage leave and absence records. Supporting performance management and staff development processes, as well as providing guidance on medical insurance and staff well-being, are essential responsibilities. The officer will ensure the proper management, confidentiality, and accuracy of personnel files and HR documentation, support staff exit processes, and administer complaint mechanisms in line with the Code of Conduct. Furthermore, the officer will provide administrative support to all staff, coordinate logistical arrangements for visitors and field missions, manage office administration, supplies, service providers, invoices, and documentation, and maintain trackers, databases, and document management systems for HR and administrative activities. Lastly, the officer will support program visibility activities and coordinate the daily work of cleaning staff.
Required Qualifications:
To be considered for this position, candidates must possess a university degree in Human Resource Management or a related field. Additionally, candidates should have at least 2 years of professional experience in human resource management, administration, office work, or a related field. The role requires fluency in Ukrainian, with an intermediate level of English (B1 or higher) being desirable. Candidates must also demonstrate computer literacy, being confident users of MS Word, Excel, PowerPoint, and Outlook. The successful candidate will be expected to embody DRC's five core competencies: striving for excellence, collaborating effectively, taking the lead, communicating clearly, and demonstrating integrity in all aspects of their work.
Educational Background:
The educational background required for the Human Resources and Administration Officer position includes a university degree in Human Resource Management or a related field. This educational foundation is essential for understanding the principles and practices of human resource management, as well as the legal and regulatory frameworks that govern employment in Ukraine.

Candidates for this position should have a minimum of 2 years of professional experience in human resource management, administration, office work, or a related field. This experience is crucial for ensuring that the officer can effectively support HR functions and administrative operations within the organization, particularly in a humanitarian context where adaptability and responsiveness are key.
Languages:
Fluency in Ukrainian is mandatory for this position, as it is essential for effective communication with staff and stakeholders. Additionally, an intermediate level of English (B1 or higher) is desirable, as it will facilitate communication with international colleagues and partners. Proficiency in these languages will enhance the officer's ability to perform their duties effectively and contribute to the organization's mission.
Additional Notes:
The contract for this position includes a 3-month probation period, with the possibility of extension to a 12-month fixed-term contract, contingent on performance and the availability of funding. The position is classified as Band H, which is a non-managerial designation. The duty station for this role is Barvinkove, and the start date is as soon as possible. The salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for employees on national contracts, with a starting salary of EUR 2,025 gross per month, depending on experience and qualifications.
