Job Overview:
The engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer position is integral to the implementation of the UN DESA project titled 'Localizing the SDGs through More Resilient, Inclusive, and Sustainable Infrastructure (Phase 2)'. This project is a collaborative effort between the Financing for Sustainable Development Office of the United Nations Department of Economic and Social Affairs and UNOPS, aimed at enhancing the capacity of local and national governments in six countries to effectively plan, manage, and sustain resilient infrastructure systems. The role involves providing technical and coordination support for project implementation, working closely with government counterparts, local authorities, international consultants, and UN teams. The engineer will contextualize Infrastructure Asset Management (IAM) approaches to the Federated States of Micronesia, facilitate stakeholder engagement, and contribute to diagnostic and capacity-building activities. The position requires active involvement in the development and implementation of Asset Management Action Plans (AMAPs) and supporting the overall objectives of the project to improve infrastructure asset management practices and enhance resilience and sustainability.

Duties and Responsibilities:
The Civil Engineer will undertake a variety of tasks under the supervision of the Senior Economic Affairs Officer and the UNOPS Pacific Small Island Developing States Advisor. Key responsibilities include:

• Conducting diagnostic missions and asset management profiling by liaising with national authorities, supporting the development of implementation schedules, and reviewing existing frameworks relevant to IAM.
• Supporting the implementation of diagnostic and training missions, conducting interviews, and analyzing findings to prepare customized Asset Management Profiles for local governments.
• Organizing and delivering in-person workshops on Asset Management Action Plans, including preparing training content and facilitating discussions.
• Providing technical assistance for local governments' AMAP implementation, reviewing developed AMAPs, and engaging with local government officials to prioritize interventions.
• Supporting the preparation of a National IAM Enabling Environment Roadmap by conducting desk reviews, stakeholder consultations, and preparing reports outlining necessary reforms.
• Engaging in continuous learning and adapting IAM practices to the local context while ensuring stakeholder feedback is incorporated into final reports and plans.

Required Qualifications:
Candidates must possess a strong background in civil engineering or a related field, with a focus on infrastructure management and development. Proficiency in project management principles and practices is essential, along with experience in stakeholder engagement and capacity building. Familiarity with sustainable development goals and climate resilience strategies is highly desirable. Strong analytical and problem-solving skills are required, as well as the ability to work collaboratively in a multicultural environment. Candidates should demonstrate a commitment to continuous learning and professional development.

Educational Background:
A bachelor's degree in civil engineering, environmental engineering, or a related field is required. Advanced degrees or certifications in project management, infrastructure management, or sustainable development are advantageous and may enhance a candidate's qualifications for the position.

Experience:
Candidates should have a minimum of 3-5 years of relevant professional experience in civil engineering, particularly in infrastructure asset management or related fields. Experience working with governmental or international organizations, especially in the context of Small Island Developing States, is highly valued. Proven track record in project implementation and stakeholder engagement is essential for success in this role.

Languages:
Fluency in English is mandatory, as it is the working language of the organization. Knowledge of local languages or dialects spoken in Micronesia would be considered an asset, as it may facilitate better communication and engagement with local stakeholders.
