Job Overview:
The Finance Specialist position at DRC Uganda is a critical role that focuses on ensuring sound financial management and the effective implementation of financial processes within the organization. The individual in this role will work closely with the Finance Manager to ensure compliance with DRC’s Operations Handbook, donor regulations, and statutory requirements. The Finance Specialist will play a vital role in supporting internal controls, accurate financial reporting, effective budget management, and partnerships management, all of which contribute to DRC’s strategic and programmatic objectives. This position requires a proactive approach to financial oversight, ensuring that all financial operations are executed efficiently and in alignment with organizational goals.

Duties and Responsibilities:
The Finance Specialist will be responsible for a wide range of duties, including but not limited to: ensuring compliance with DRC’s Operations Handbook and donor regulations; collaborating with Area and Project Managers to prepare and review project budgets; coordinating budgetary control and providing financial oversight; leading the preparation of monthly Budget Follow-Up reports; ensuring timely submission of financial reports to donors and internal stakeholders; performing financial verification of payment requests; supporting cash flow management; leading month-end and year-end financial closure activities; reviewing and reconciling Balance Sheet accounts; ensuring compliance with statutory obligations; coordinating audits; and serving as a strategic finance business partner to the Area and Country Office teams. Additionally, the Finance Specialist will oversee financial management for sub-grant and consortium partners, ensuring compliance and providing capacity building support.

Required Qualifications:
Candidates for the Finance Specialist position must possess a Bachelor’s degree in Accounting, Finance, Business Administration, Commerce, or a relevant field. Additionally, candidates should have completed their Final or Part certification in CPA or ACCA. Strong knowledge of donor financial management, budgeting, reporting, and compliance requirements is essential, along with practical experience working with major institutional donors. Proficiency in Enterprise Resource Planning systems, particularly Microsoft Dynamics 365, is required, as well as strong analytical and problem-solving skills. Excellent planning, organizational, and time management skills are also necessary, along with strong communication and interpersonal skills.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as Accounting, Finance, Business Administration, or Commerce. Furthermore, candidates should have completed their Final or Part certification in CPA or ACCA, which demonstrates their proficiency and commitment to the field of finance and accounting.

Experience:
The Finance Specialist position requires a minimum of 5 years of progressive finance experience, particularly with international non-governmental organizations (INGOs). Candidates should have a proven track record of managing financial processes, ensuring compliance with donor regulations, and providing financial oversight in a complex operational environment. Experience working with national partners and local or government authorities is also highly valued.

Languages:
Fluency in English is mandatory for this position, as all communications and documentation will be conducted in English. Additional language skills may be considered an asset, particularly if they relate to the local context or the communities served by DRC.

The contract for this position is for a duration of 4 months, with a designated duty station in Kampala, Uganda. The position is classified under Band NM G
