Job Overview:
The Monitoring, Evaluation, Accountability and Learning Officer (MEAL Officer) plays a crucial role in supporting the implementation of standardized MEAL processes across the Area-Based Approach (ABA) Consortium. This position is particularly focused on enhancing the quality and consistency of programming delivered by subgrantees. The MEAL Officer will work under the management of the Area Programme Manager (ABA) and receive technical supervision from the ABA MEAL/AAP Specialist. The primary objective of this role is to ensure that the MEAL systems, tools, and reporting mechanisms of partners align with consortium and donor requirements. The MEAL Officer will also be responsible for monitoring program quality, validating partner deliverables, and strengthening evidence-based programming. This position is essential for ensuring high-quality reporting and accountability throughout the implementation of consortium activities, thereby contributing to the overall effectiveness of the ABA project.
Duties and Responsibilities:
The MEAL Officer will have a comprehensive set of responsibilities, including but not limited to: ensuring the integration of standardized MEAL processes into DRC’s partner programming within the consortium; conducting Due Diligence (DD) MEAL assessments to review partner MEAL-related policies and systems during onboarding; developing and validating logframes, Indicator Performance Tracking Tables (IPTs), and MEAL plans to ensure logical coherence and donor alignment; creating and validating MEAL tools such as surveys, Post-Distribution Monitoring (PAMs), Focus Group Discussions (FGDs), and Key Informant Interviews (KIIs); reviewing and approving various reports (narrative, final, PAM, PLT reports) to identify inconsistencies and ensure alignment with MEAL plans; supporting IPT/Activity Info reporting by coordinating with partners and resolving issues; contributing to the capacity development of partners through training on MEAL-related aspects; and conducting Field Monitoring Visits (FMVs) to subgrantees in Khersonska Oblast, drafting reports based on these visits.
Required Qualifications:
To be considered for this position, candidates must possess several key qualifications. These include a minimum of 2 years of experience in relevant fields such as social work, community development, non-governmental organizations, or civil society. Additionally, candidates should have experience working within the humanitarian sector, familiarity with data collection tools (such as Kobo, Microsoft Forms, Google Forms, Power BI/Tableau), and knowledge of Monitoring & Evaluation practices, information management, and basic data analysis tools. Proficiency in Ukrainian is mandatory, along with advanced proficiency in English. Candidates should also be confident users of MS Word, Excel, PowerPoint, and Outlook.
Educational Background:
The educational background required for this position typically includes a degree in a relevant field such as social sciences, international development, or a related discipline. Candidates with advanced degrees or specialized training in Monitoring and Evaluation, data analysis, or humanitarian response will be viewed favorably. The educational qualifications should align with the responsibilities of the MEAL Officer role, ensuring that candidates have the theoretical knowledge and practical skills necessary to perform effectively in this position.
Experience:
Candidates applying for the MEAL Officer position should have at least 2 years of relevant experience, preferably within the humanitarian sector. This experience should encompass work in social work, community development, or roles within non-governmental organizations or civil society. The ideal candidate will have a proven track record of utilizing data collection tools and implementing MEAL processes in a practical setting, demonstrating their ability to contribute to the organization's objectives effectively.
Languages:
Proficiency in Ukrainian is a mandatory requirement for this position, as it is essential for effective communication and collaboration with local partners and stakeholders. Additionally, advanced proficiency in English is required to ensure that the MEAL Officer can engage with international partners and contribute to reporting and documentation in English. Knowledge of other languages may be considered an asset but is not mandatory.
Additional Notes:
The position offers a contract length of 6 months, with the possibility of renewal based on performance and funding availability. There is a 3-month probation period included in the contract. The position is classified as Band H non-manager, and the designated duty station is Mykolaiv. The start date for this role is as soon as possible. Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for employees on national contracts, starting from EUR 2025 gross per month, depending on the candidate's experience and qualifications.
