Job Overview:
The Organization Design Specialist plays a crucial role in shaping the future of UNOPS by providing specialized expertise in organization design, workforce planning, and job analysis and evaluation. This position is integral to the enterprise transformation efforts of UNOPS, working closely with leaders and colleagues worldwide to redesign organizations, strengthen workforce planning, and build the necessary capabilities to achieve sustainable development impact. The incumbent will be responsible for delivering complex analytical and technical assignments, collaborating with organizational leaders, supervisors, People Business Partners, and HR practitioners to develop evidence-based organizational solutions. This role requires a deep understanding of organization design methodologies and the ability to adapt to evolving strategic priorities and operating models.
Duties and Responsibilities:
Required Qualifications:
Required qualifications include a Bachelor’s degree in Human Resources, I/O Psychology, Behavioral Science, Business Administration, Management, or a related field with 7 years of relevant experience, or a Master’s degree with 5 years of relevant experience. Certified training in globally recognized job evaluation methodologies is required. Desired qualifications include professional certification in Organization Design, Workforce Planning, Change Management, or Project Management.
Educational Background:
Candidates must possess a Bachelor’s degree or equivalent in relevant fields such as Human Resources, I/O Psychology, Behavioral Science, Business Administration, or Management. A Master’s degree in these disciplines is preferred. Additionally, candidates should have certified training in globally recognized job evaluation methodologies, such as Hay Guide Chart & Profile Method, Mercer IPE, or ICSC Master Standards.
Experience:
The position requires progressively responsible experience in organizational diagnostics, organization design, and supporting organizational restructuring initiatives. Candidates should have experience applying quantitative and qualitative analytical methods to strategic workforce planning and collaborating with Financial Planning & Analysis teams. Experience in job design, job analysis, and job evaluation across all organizational levels is essential. Familiarity with emerging technologies, including AI-enabled tools and advanced HR analytics, is also required. Experience in development or humanitarian contexts and working within UN system organizations is desired.
Languages:
Fluency in English is required, while proficiency in French and Spanish is desirable. Candidates should demonstrate strong communication skills in both written and spoken forms, with the ability to engage effectively with diverse stakeholders.

Duties and Responsibilities:
- Organization Design: Support the delivery of end-to-end organization design reviews by conducting organizational diagnostics, analyzing current and future-state structures, and facilitating workshops to gather requirements. Develop organizational visualizations and contribute to the continuous improvement of design tools and methodologies. Track and report on implementation of design solutions, identifying risks and dependencies.
- Strategic Workforce Planning: Collaborate with stakeholders to develop and implement UNOPS’ Strategic Workforce Planning framework, translating strategic priorities into workforce capability requirements. Conduct analyses of workforce composition and trends to inform future organization design reviews. Partner with teams to explore emerging technologies to enhance workforce planning.
- Job Design, Evaluation & Classification: Prepare and review job descriptions to ensure alignment with organizational requirements. Serve on classifiers’ panels for job classification requests and contribute to the global Standard ToR Library.
- Project Delivery & Stakeholder Engagement: Manage multiple organization design assignments, ensuring timely delivery of outputs. Establish effective working relationships with various stakeholders to facilitate collaborative problem-solving.
- Knowledge Building & Sharing: Support training sessions on organization design and workforce planning topics, participate in knowledge-sharing initiatives, and conduct research on relevant topics.
