Job Overview:
The Senior Safeguards Specialist at WWF Cambodia is responsible for overseeing, implementing, updating, and reporting on all Environmental and Social Safeguards Framework (ESSF), Risk Management, and Quality Assurance (QA) related work. This role ensures compliance with best practices and the effective implementation of the ESSF across conservation programs. The Specialist will provide technical guidance and capacity building to WWF Cambodia staff, ensuring that all projects adhere to the required standards. Additionally, the position serves as the National Focal Point for the Mekong Gender Equity, Disability, and Social Inclusion (GEDSI) programme, coordinating activities and leading initiatives that promote inclusivity in conservation efforts. The role requires frequent travel and extended stays at program sites, emphasizing the importance of hands-on engagement in conservation activities.

Duties and Responsibilities:
The Senior Safeguards Specialist will coordinate and report on the implementation of the ESSF, Statements of Principles, Risk Management, and Quality Assurance across WWF Cambodia. This includes conducting office-level reviews of safeguards screenings, assessment reports, and mitigation frameworks. The Specialist will ensure compliance with WWF standards by integrating ESSF requirements into project proposals and implementation plans. Responsibilities also include developing technical guidance and standard operating procedures, advising senior management on compliance processes, and conducting capacity-building activities for staff and partners. The Specialist will manage WWF-Cambodia's Complaint Resolution Mechanism, ensuring it meets ESSF requirements and provides comprehensive coverage across stakeholder groups. Regular reporting to senior management on complaints and guiding staff on safeguards-related issues are also key duties. The role involves coordinating due diligence processes for conservation law enforcement support and managing the country risk register, ensuring effective risk assessment and mitigation strategies are in place.

Required Qualifications:
Candidates must possess a Bachelor’s Degree (Master’s degree preferred) in social science, management, law, anthropology, environmental management, economics, or related fields. A minimum of 3 years of relevant experience in environmental and social safeguard systems and risk management within the conservation sector is required. Candidates should demonstrate knowledge of Indigenous Peoples’ rights and policies, as well as experience in Gender Equality, Disability, and Social Inclusion within the Cambodian context. Skills in designing training, facilitation, coaching, and capacity building are essential, along with the ability to work in complex organizations and lead without formal authority. Strong negotiation, communication, and cultural sensitivity skills are also necessary.

Educational Background:
The position requires a Bachelor’s Degree in a relevant field, with a preference for candidates holding a Master’s degree. Relevant fields include social science, management, law, anthropology, environmental management, and economics. The educational background should provide a solid foundation for understanding environmental and social safeguards, risk management, and the complexities of conservation work.

Experience:
The ideal candidate should have at least 3 years of experience in environmental and social safeguard systems and risk management specifically within the conservation sector. This experience should include practical knowledge of Indigenous Peoples’ rights, environmental policies, and social inclusion strategies. Candidates should also have a proven track record of working in complex organizational structures and leading initiatives that require collaboration across various stakeholders.

Languages:
Fluency in English and Khmer is mandatory, with both oral and written skills required. Proficiency in additional languages may be considered an asset, particularly in the context of engaging with diverse communities and stakeholders in Cambodia.

This position is full-time and may require frequent travel and extended stays at program sites.
