Job Overview:
The WASI Officer (Watershed Engineer) plays a crucial role in the planning and implementation of watershed management activities. This position requires close collaboration with field staff, local communities, and relevant line departments to ensure effective site selection and project execution. The officer is responsible for the technical soundness and environmental appropriateness of watershed interventions, which aim to improve water availability, groundwater recharge, erosion control, and community resilience to climate-related risks. The role involves ensuring that all activities align with established technical standards, community needs, and DRC policies. The WASI Officer will also engage in monitoring and reporting, contributing to the continuous improvement of project performance.

Duties and Responsibilities:
The duties and responsibilities of the WASI Officer (Watershed Engineer) include conducting field assessments and baseline surveys to gather data on catchment characteristics, drainage patterns, soil types, and existing water sources. The officer will support the identification and prioritization of watershed interventions based on technical feasibility and community requirements. Responsibilities also include performing hydrological and hydraulic calculations, preparing and reviewing engineering designs for various watershed structures, and ensuring compliance with health and safety standards. The officer will provide technical guidance to contractors and community groups, conduct regular monitoring visits, and support community awareness and capacity-building activities. Additionally, the officer will be involved in the preparation of technical documentation and the development of operation and maintenance requirements for completed structures.

Required Qualifications:
Candidates must possess a minimum of three years of relevant professional engineering experience in areas such as watershed management, water resources, and hydraulic structures. Demonstrated experience in hydrological assessments and engineering design is essential, along with a background in supervising infrastructure projects. The ability to analyze data and direct program implementation priorities is crucial, as is experience in challenging field environments. Candidates should also have experience in capacity building and training, as well as proficiency in MS Office, AutoCAD, and water management software.

Educational Background:
A Bachelor’s degree in civil engineering is required for this position. This educational background provides the necessary technical knowledge and skills to effectively perform the duties associated with watershed management and engineering.

Experience:
The position requires a minimum of three years of relevant professional experience in engineering, specifically in watershed management and related infrastructure projects. Experience working with international NGOs or in humanitarian contexts is preferred, as is familiarity with challenging field environments. Candidates should also have a proven track record in capacity building and training.

Languages:
Fluency in Pashto and Dari is mandatory, while intermediate proficiency in English is also required. These language skills are essential for effective communication with local communities and project stakeholders.

The position is based in Kabul, Afghanistan, and may require travel to remote field locations. The salary and conditions will be in accordance with the DRC salary scale.
