Job Overview:
The Compliance Officer is responsible for ensuring the proper implementation of preventive procedures that allow HI to avoid exposure to risks related to non-compliance with internal standards, contractual commitments, and applicable regulations. This role contributes to strengthening the organization's internal control system, complementing the first level of control exercised by program managers and their teams. The Compliance Officer ensures the promotion and adherence to established requirements in policies, guidelines, internal procedures, and contracts signed by the organization. The scope of intervention includes all HI activities, projects, and support services across all operational sites, both in the main office and field bases. Regular controls, verifications, and reviews are conducted with HI teams, and the officer monitors practices and procedures implemented by partner organizations, suppliers, and other third parties involved in operations.

Duties and Responsibilities:

• Implement operational compliance by strengthening risk management, contributing to the development and updating of program risk maps, and ensuring compliance with institutional, regulatory, and contractual obligations. This includes verifying that HI staff are aware of necessary norms, procedures, and tools for proper management of activities and resources. The officer will support the implementation of internal control systems and compliance, monitor program documentation, and ensure adherence to ethical guidelines and contractual obligations.
• Promote institutional ethics and fraud prevention through training, awareness, preventive controls, and identifying potential conflicts of interest. The officer may receive reports and ensure confidentiality while managing them.
• Develop the compliance function by sharing best practices, tools, and lessons learned, participating in coordination spaces and technical meetings.
• Lead emergency preparedness actions and reprioritize team efforts during emergencies to ensure HI's rapid and efficient response.

Required Qualifications:
A professional with a specialization or master's degree in auditing, accounting, finance, or related fields. A minimum of 3 years of experience in compliance and risk management, compliance analysis, or auditing is required. Experience in risk management or auditing is also essential. Fluency in Spanish is mandatory, while proficiency in English or French at a B2 level is desirable. Proficient use of Office Suite, especially Excel, is required.

Educational Background:
Candidates must possess a professional degree with a specialization or master's in auditing, accounting, finance, or related fields. This educational background is crucial for understanding the complexities of compliance and risk management in humanitarian contexts.

Experience:
The position requires a minimum of 3 years of relevant experience in compliance and risk management, including experience in compliance analysis and auditing. Candidates should have a solid understanding of internal control systems and the ability to implement and monitor compliance effectively.

Languages:
Fluency in Spanish is required for this position. Proficiency in English or French at a B2 level is considered an asset, enhancing communication capabilities within the organization and with international partners.
