Job Overview:
The Regional Readiness Consultant for the Latin America Region will play a crucial role in supporting National Designated Authorities (NDAs) and Direct Accredited Entities (DAEs) in identifying their readiness needs and developing high-quality readiness proposals to access GCF Readiness resources. This position requires a deep understanding of the GCF's Readiness Strategy for 2024-2027 and involves working closely with various stakeholders to ensure alignment with country priorities and GCF objectives. The consultant will work remotely but may need to travel to countries as required. The assignment is structured for an initial period of 180 days over a 12-month timeframe, emphasizing the importance of collaboration and technical guidance throughout the proposal development process.
Duties and Responsibilities:
The Consultant will be responsible for a range of tasks including: Familiarizing themselves with the Readiness Strategy 2024–2027 and associated guidance, templates, and quality assurance criteria. Assisting NDAs and DAEs in identifying their readiness needs and capacity gaps, ensuring alignment with GCF objectives. Supporting the co-development of readiness proposals and terms of reference for pre-qualified delivery partners. Reviewing draft proposals for strategic coherence and technical quality, ensuring compliance with GCF guidelines. Providing technical guidance to NDAs, DAEs, and delivery partners during the proposal development process. Engaging with DINVS to align on proposal quality expectations and follow up on review comments. Contributing to the development of a regional readiness pipeline by identifying common issues and opportunities for proposal design improvement. Supporting in-country missions, regional dialogues, and workshops to enhance country capacity as needed. Performing related tasks as necessary to support departmental and regional initiatives.
Required Qualifications:
Candidates must possess a Master’s degree in public administration/policy, economics, environmental science, climate finance, or related fields, with a minimum of seven years of practical experience. Alternatively, a Bachelor’s degree with nine years of relevant work experience is acceptable. At least five years of experience in climate change-related planning or developing climate finance projects in international or developing countries is highly desirable. Candidates should have operational experience in providing specialized climate change-related technical assistance to government officials and organizations in developing contexts, with additional experience in civil society and private organizations being advantageous. Familiarity with readiness-related climate change programming is also desirable, particularly in the context of Small Island Developing States and Least Developed Countries in Latin America.
Educational Background:
A Master’s degree in relevant fields such as public administration/policy, economics, environmental science, climate finance, climate science, climate policy, law, renewable energy, or engineering is required. A Bachelor’s degree may be considered if accompanied by sufficient relevant experience.
Experience:
The position requires a minimum of seven years of relevant experience for candidates with a Master’s degree, or nine years for those with a Bachelor’s degree. Candidates should have substantial experience in climate change-related planning, project development, and technical assistance delivery, particularly in international or developing country contexts. Experience working with NDAs and DAEs in the Latin American region is highly desirable, as is familiarity with readiness programming.
Languages:
Fluency in English and Spanish is essential for this role. Knowledge of additional UN languages is considered an advantage, enhancing the candidate's ability to engage with diverse stakeholders across the region.
