Job Overview:
The GCF Liaison Officer will serve as the primary liaison between the GCF Secretariat and the designated country, providing essential support to the National Designated Authority (NDA) or relevant agency in all matters concerning GCF climate action. This role requires close coordination with stakeholders involved in GCF activities within the country to ensure seamless execution of various tasks, including programming, accreditation, readiness support conceptualization, oversight, project preparation, and implementation. The GCF Liaison Officer is expected to enhance the capacity of the NDA and relevant agencies to plan, develop, and implement climate change adaptation and mitigation initiatives, while also facilitating knowledge transfer and skill development among local stakeholders and communities. The position is crucial for ensuring effective engagement with GCF policies, systems, and processes, ultimately leading to enhanced direct access to climate finance for achieving national climate objectives.
Duties and Responsibilities:
The GCF Liaison Officer will have a comprehensive set of responsibilities to ensure the successful implementation of the placement scheme. These include engaging with the NDA to co-develop draft Terms of Reference (TOR) for readiness support, facilitating stakeholder engagement through transparent communication with relevant country stakeholders, assisting in completing the Financial Management Capacity Assessment (FMCA) form, and contributing to midterm reviews of readiness activities. Additionally, the officer will support the NDA in developing project ideas, concept notes, and funding proposals, coordinate No Objection Letter processes, maintain communication with accredited entities, and assist in the preparation of country portfolio results reporting. The officer will also help organize relevant events to showcase GCF results and ensure that all tasks align with GCF best practices for country coordination and multi-stakeholder engagement.
Required Qualifications:
Candidates must possess a university-level degree in climate change/environmental science, climate economics/finance, engineering, project finance, or a closely related discipline. They should have at least eight years of experience in the public and/or private sector, with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation. Proven experience in institutional strengthening and capacity-building within developing economies is essential, along with at least five years of experience in successfully developing climate change investment proposals. Candidates should also have experience addressing climate change issues in the Republic of Sudan, strong interpersonal skills for stakeholder coordination, excellent communication skills, and familiarity with GCF operational mechanisms and funding modalities. Fluency in English is required, and proficiency in the official language(s) of Sudan or other UN languages is highly desirable.
Educational Background:
The educational background required for this position includes a university-level degree in relevant fields such as climate change/environmental science, climate economics/finance, engineering, or project finance. This educational foundation is critical for understanding the complexities of climate financing and the development of effective climate action strategies.
Experience:
The position requires a minimum of eight years of relevant experience in the public and/or private sector, specifically focusing on climate investment and financing initiatives. Additionally, at least five years of experience in developing climate change investment proposals is necessary, showcasing expertise in crafting impactful funding applications and monitoring climate initiatives.
Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the GCF and for the submission of applications. Proficiency in the official language(s) of the Republic of Sudan or other United Nations languages is considered highly desirable, as it enhances the ability to engage with local stakeholders and communities effectively.
Additional Notes:
The GCF Liaison Officer will be based in the Republic of Sudan, operating from the offices of the NDA or relevant agency. The initial assignment is for a maximum of 180 working days over a period of 11 months and 29 days, with the possibility of extension based on performance evaluation and continued funding availability. Preference will be given to nationals or residents of Sudan for this position. Candidates are required to indicate their earliest availability and notice period if currently employed. The closing date for applications is 11 Aug 2026, at 12:00 Korea Standard Time (KST). Applications submitted after this date may not be considered. The consultancy offers a daily rate of USD 198, and if a civil servant is selected, they must be on leave without pay during the placement period.
