Job Overview:
The Regional Development Manager position is a critical role within the French Red Cross's Preparedness and Response Platform for the Pacific (PIROPS). This position is responsible for enhancing PIROPS' strategic positioning across the Pacific region by developing partnerships, identifying funding opportunities, and structuring the program portfolio. The manager will lead resource mobilization efforts in alignment with the organization's international priorities and the strategies of national societies. The role requires a deep understanding of the humanitarian landscape in the Pacific, as well as the ability to engage with various stakeholders, including members of the International Red Cross and Red Crescent Movement. The manager will also be tasked with preparing strategic documents, project proposals, and ensuring that all initiatives align with PIROPS' strategic priorities.

Required Qualifications:
The position requires significant experience in the humanitarian and/or international development sector, excellent interpersonal and networking skills, full professional proficiency in English (with working knowledge of French considered an asset), strong knowledge of donors and funding mechanisms, and excellent oral and written communication skills. Additionally, candidates should possess strong analytical and strategic thinking skills, proficiency in IT tools, and a good understanding of the International Red Cross and Red Crescent Movement, as well as the Pacific regional context.
Educational Background:
Candidates for the Regional Development Manager position should have a relevant educational background that supports their understanding of humanitarian work and international development. This may include degrees in international relations, humanitarian studies, development studies, or related fields. Advanced degrees may be preferred, depending on the level of responsibility and complexity of the role.
Experience:
The ideal candidate should have significant experience in the humanitarian and/or international development sector, demonstrating a strong track record of successful project management, partnership development, and resource mobilization. Experience working in the Pacific region or with the International Red Cross and Red Crescent Movement would be highly advantageous.
Languages:
Full professional proficiency in English is mandatory for this position. A working knowledge of French would be considered an asset, enhancing the candidate's ability to engage with a broader range of stakeholders and partners in the region.

- Partnership Development: Strengthening PIROPS' understanding of key regional stakeholders' priorities and challenges, actively positioning PIROPS within regional technical networks, fostering collaboration with Movement partners, and maintaining effective partnerships with institutional and operational partners.
- Strategic Development: Identifying needs and opportunities for PIROPS projects, preparing strategic documents such as positioning papers and project proposals, developing standard project concepts, and ensuring alignment with the priorities of Pacific National Societies.
- Resource Mobilization: Monitoring donor trends, identifying funding opportunities, maintaining a mapping of institutional donors, designing donor engagement strategies, and leading the preparation and submission of funding applications.
- Representation and Visibility: Enhancing PIROPS' visibility among stakeholders, identifying promotional opportunities during regional events, and representing PIROPS in relevant meetings and forums.
- Reporting Line: Reporting directly to the Head of Delegation and collaborating with PIROPS program teams and technical advisors.
