It serves as the world’s largest dedicated climate fund, with a mission to finance transformative climate projects across developing countries. Over the past decade, GCF has financed projects amounting to over USD 19 billion across more than 330 projects in over 130 countries, demonstrating the significant impact that strategic climate finance can achieve. As GCF aims to scale its operations towards a vision of becoming a USD 50 billion fund by 2030, strengthening national capacities remains central to its mission. GCF mobilizes public and private sector investments through diverse financing instruments and equips developing countries with the necessary resources, skills, and capacities to effectively secure and manage climate financing through its Readiness and Preparatory Support Programme. The 2024-2027 Readiness Programme strategy introduces an innovative placement scheme with GCF Liaison Officers embedded within National Designated Authorities (NDAs) or other relevant agencies designated by countries, ensuring continuous engagement with GCF and facilitating enhanced access to climate finance for national climate objectives.
Job Overview:
The GCF Liaison Officer will serve as the primary liaison between the GCF Secretariat and Saint Vincent and the Grenadines (SVG), providing essential support to the NDA or relevant agency in all matters concerning GCF climate action. This role requires close coordination with stakeholders involved in GCF activities in SVG to ensure seamless execution of country programming, accreditation, readiness support conceptualization, project preparation, implementation, and other related activities. The GCF Liaison Officer will be at the forefront of accelerating climate action in SVG, bridging the gap between GCF and national institutions to unlock transformative climate investments. The objectives of this role include enhancing the capacity of the NDA and relevant agencies to plan, develop, and implement climate change adaptation and mitigation concept notes and funding proposals, supporting the development and implementation of GCF country programmes, and facilitating knowledge transfer and skill development among local stakeholders and communities.
Duties and Responsibilities:
The GCF Liaison Officer will carry out a comprehensive set of responsibilities, including supporting the implementation of SVG’s country programme with GCF, assisting the NDA in coordinating consultative processes to identify key areas for results related to the implementation of Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs), and Long-Term Strategies (LTSs). The officer will also assist in identifying potential partners for the implementation of the Country Programme, review drafts in collaboration with the NDA and GCF Secretariat, and facilitate the implementation of the country programme, including annual reporting and identifying challenges and opportunities. Additionally, the officer will engage with the NDA to co-develop Terms of Reference (TOR) for readiness support, facilitate stakeholder engagement, complete the Financial Management Capacity Assessment (FMCA) form as needed, and contribute to midterm reviews of readiness activities. The officer will organize capacity-building exercises, provide advice and guidance on GCF policies, develop project ideas and funding proposals, facilitate stakeholder discussions, support No Objection Letter processes, maintain communication with accredited entities, prepare country portfolio results reporting, and assist in organizing events to showcase GCF results.
Required Qualifications:
Candidates must possess a minimum of 8 years of relevant experience in the public and/or private sector, with a demonstrated focus on climate investment and financing initiatives for climate change mitigation and adaptation. A strong understanding of national and local institutional contexts is essential, along with the ability to engage and collaborate effectively with diverse stakeholders. Excellent written and verbal communication skills, complemented by strong presentation abilities, are required to convey ideas to diverse audiences. Familiarity with GCF operations and funding mechanisms will be considered an asset. Candidates should also demonstrate a strong commitment to ethical standards, including integrity, transparency, and accountability in all professional activities.
Educational Background:
Candidates should have an undergraduate or tertiary degree in climate change/environmental science, climate economics/finance, engineering, project finance, or a closely related discipline. A Master’s degree or higher is preferred, with at least 3 years of relevant experience in climate change projects and financing.
Experience:
The position requires a minimum of 8 years of relevant experience in climate investment and financing initiatives, with proven experience in drafting concept notes and/or proposals for climate finance and managing climate change projects across the full cycle. Candidates should have a strong understanding of the institutional contexts and the ability to engage with diverse stakeholders effectively.
Languages:
Fluency in English is mandatory for this position. Additional language skills may be beneficial but are not specified as requirements.

The GCF Liaison Officer will be based in Kingstown, Saint Vincent and the Grenadines, operating from the offices of the NDA. The initial assignment is for 11 months and 29 days, with a maximum of 180 working days, and the possibility of extension based on performance evaluation and funding availability. Preference will be given to nationals or residents of Saint Vincent and the Grenadines. The daily rate for this consultancy starts at USD 256.0
