Job Overview:
The Financial Management Specialist position is situated within the Financial Management Division (PFFM) of the Procurement, Portfolio and Financial Management Department (PPFD) at ADB. The role is based in the Papua New Guinea Resident Mission (PNRM) in Port Moresby, with an initial assignment of three years. The position may involve relocation to ADB's Headquarters in Manila or another resident mission office after this period, depending on business needs. The specialist will report to the Director of PFFM and the Country Director of PNRM, overseeing junior team members and consultants. The primary focus of this role is to provide technical advisory services, knowledge sharing, and capacity building to enhance project financial management and financial due diligence (FDD) across ADB's operations. The specialist will engage with other developing member countries (DMCs) in the region, ensuring high-quality outcomes and adherence to ADB policies and procedures. Responsibilities include developing financial management guidelines, conducting financial due diligence, and delivering capacity-building programs.

Duties and Responsibilities:
The Financial Management Specialist will be responsible for a variety of tasks, including:
  • Providing technical guidance and analysis on financial management and financial due diligence issues in sovereign operations, ensuring compliance with ADB policies and procedures.
  • Developing and refining financial management guidelines, procedures, and internal review processes for Audited Project Financial Statements (APFS) and Audited Entity Financial Statements (AEFS).
  • Conducting comprehensive financial due diligence for sovereign operations, which includes assessing implementing agencies, financing plans, financial viability, and risk mitigation measures.
  • Offering financial management support throughout project processing and implementation, ensuring adherence to international accounting and auditing standards.
  • Reviewing APFS/AEFS for sovereign projects, validating audit recommendations, and ensuring quality control of financial management inputs in operational documents.
  • Delivering capacity-building and knowledge-sharing programs for clients and staff, fostering partnerships with stakeholders, and participating in relevant professional forums.
  • Managing the performance of staff and consultants, while supporting their ongoing learning and development.

Required Qualifications:
Candidates must possess a university degree in business, finance, commerce, or related fields, with a preference for a post-graduate level qualification or its equivalent. Additionally, a professional accounting qualification (e.g., CPA, CA, ACCA) from an internationally recognized institution is required. Candidates should have at least six years of relevant professional experience in financial management within the private or public sector, with international experience across multiple countries. Demonstrated experience in leading projects and sharing knowledge to benefit the broader ADB community is essential. Proficiency in written and verbal English is mandatory, along with experience in mentoring team members and providing guidance on service delivery.

Educational Background:
The educational background required for this position includes a university degree in business, finance, commerce, or a related field. A post-graduate degree or equivalent is preferred, along with a professional accounting qualification from a recognized institution, such as the International Federation of Accountants (IFAC).

Experience:
The position requires a minimum of six years of relevant professional experience in financial management or a related area, with a strong emphasis on international experience. Candidates should have a proven track record of leading projects and contributing to the broader ADB community through knowledge sharing and capacity building.

Languages:
Proficiency in English is mandatory for this position, both written and verbal. Additional language skills may be considered an asset but are not explicitly required.

Additional Notes:
This is a fixed-term appointment with the option to renew, initially for a period of up to three years or until the Normal Retirement Date (NRD), whichever comes first. After the initial period, ADB may choose to renew the appointment for an additional three years based on various factors, including the staff's skills and performance. The position is not convertible to a regular appointment.
