Job Overview:
The Senior Programme Manager (SPM) position at FHI 360 UK is a critical role that involves leading all aspects of programme management, compliance, and financial oversight for the EPICS-COG programme. This programme, funded by the UK Foreign, Commonwealth & Development Office (FCDO), aims to provide technical assistance to the Palestinian Authority's Centre of Government (COG). The SPM will be responsible for ensuring that programme operations are optimized to achieve desired results, which include improving governance accountability and service delivery in Palestine. The role requires close collaboration with the Team Lead and FHI 360 UK’s programme management team to ensure that all operational plans, budgets, and reporting commitments are met. The SPM will also oversee the management of resources, compliance with regulations, and the implementation of best practices in programme delivery.

Duties and Responsibilities:
The Senior Programme Manager will have a wide range of responsibilities, including but not limited to: managing day-to-day programme operations, ensuring compliance with FCDO and PA regulations, serving as the primary contact for FCDO on programme management matters, and supporting the Team Leader in the development of programme activities. The SPM will also be responsible for identifying and mitigating risks, managing a team of programme management and finance staff, ensuring efficient resource utilization, and collaborating with partners on operational and financial aspects. Additionally, the SPM will oversee financial reporting, budget preparation, HR functions, and logistics coordination, while also providing technical support in drafting Terms of Reference for programme activities and ensuring quality assurance of programme deliverables.

Required Qualifications:
Candidates for the Senior Programme Manager position must possess a Bachelor’s degree in International Development, International Relations, Public Administration, or a related field. They should have demonstrable training or professional experience in programme management and compliance within development programmes. A minimum of 12 years of relevant professional experience in international development programme management is required, with 15 years preferred. Experience managing donor-funded programmes, particularly those funded by the FCDO or similar multilateral/bilateral donors, is essential. Excellent writing and communication skills in both English and Arabic are mandatory, along with experience working with or understanding the Palestinian Authority.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as International Development, International Relations, or Public Administration. Advanced degrees may be preferred but are not explicitly required. The emphasis is on having a solid foundation in the principles of international development and programme management, as well as relevant training or certifications that enhance the candidate's qualifications for the role.

Experience:
The position requires a minimum of 12 years of relevant professional experience in international development programme management, with a preference for candidates who have 15 years of experience.
