Job Overview:
The Technical Advisor II for Emergency Response and Recovery will play a crucial role in providing technical advice, guidance, and support on design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation issues, particularly in the context of emergency response and recovery. This position is integral to ensuring that Catholic Relief Services (CRS) adheres to program quality principles and standards, donor guidelines, and industry best practices. The advisor will work closely with regional and Country Program (CP) teams to enhance the delivery of high-quality programming aimed at assisting the poor and vulnerable populations. As the emergency focal point for the Latin America and Caribbean Region (LACRO), the advisor will be responsible for providing rapid surge support for program quality, management, and leadership capacity during humanitarian responses. This includes offering guidance on humanitarian funding opportunities, supporting proposal design and development, and ensuring that best practices and learning are shared across country programs and partners. The advisor's technical expertise will contribute significantly to the effectiveness, adaptability, and innovation of CRS's Emergency Response and Recovery programming both regionally and globally.

Duties and Responsibilities:
The Technical Advisor II will be responsible for a wide range of duties, including but not limited to: developing and implementing region and agency-wide strategies, standards, tools, and best practices in Emergency Response and Recovery; ensuring a cross-sectoral approach that integrates gender, protection mainstreaming, and disaster risk reduction; providing technical solutions to regional and CP teams for strategic planning and program design; taking on acting emergency leadership roles during field deployments; supporting the management of emergency field offices and relief operations; contributing to capacity strengthening initiatives for staff and partners; leading the development of technical designs for complex proposals; advising project teams on donor strategies and requirements; and establishing and maintaining relationships with donors and peer organizations. The advisor will also be expected to participate in forums to share best practices and represent CRS at humanitarian cluster and donor meetings.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in International Development, International Relations, or a related field, along with a minimum of eight years of relevant international working experience in an advisory or management role, ideally with an international NGO. This experience should include at least three years of working on programming interventions in emergency response. Previous experience in providing technical assistance and developing successful proposals for external donor funding is essential. Fluency in English, Spanish, and French is required, with a Master's Degree in a related field considered a preferred qualification. Knowledge of humanitarian principles, standards, and systems, particularly those related to CRS and Caritas Internationalis emergency programming, is advantageous.

Educational Background:
The educational background required for this position includes a Bachelor’s Degree in International Development, International Relations, or a related field. A Master's Degree in a relevant discipline is preferred and may enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of eight years of relevant international working experience, with progressive responsibilities in advisory or management roles. Candidates should have substantial experience in emergency response programming, including high-risk field contexts such as disaster and conflict zones. Experience in successfully starting up and managing large-scale asset transfer programs using various modalities (cash, voucher, in-kind) is also essential.

Languages:
Fluency in English, Spanish, and French is mandatory for this position, with strong written and spoken communication skills in all three languages being essential for effective collaboration and program implementation.

Additional Notes:
The Technical Advisor II position may involve significant travel, with a requirement to be willing and able to travel up to 50% of the time, which could equate to six months per year. Deployments typically last between three to eight weeks, depending on the needs of the country program. Candidates must be prepared to live and work in challenging and stressful environments, adapting to the agency's needs. The position is full-time and may involve supervisory responsibilities.
