Job Overview:
The Technical Advisor II for Health System Strengthening (TA II/HSS) will play a crucial role in providing technical leadership for project activities in Liberia. This position is focused on ensuring that faith and community-based services are well-coordinated and integrated into government systems, thereby strengthening the health system at community, facility, district, and national levels. The TA II/HSS will be responsible for effectively integrating the hub-and-spoke model into national and district health systems. This includes enhancing service provision, governance, supervision, quality assurance systems, supply chain management, and workforce systems to align with the Ministry of Health's structures. The role will involve leading efforts to strengthen workforce development plans and ensuring that the hub-and-spoke models adopt national guidelines and sustainable support supervision and training methodologies through District Health Management Teams. The TA II/HSS will collaborate closely with government counterparts, implementing partners, and CRS technical teams to design and implement health systems strengthening interventions that improve access, quality of care, accountability, and sustainability, ultimately supporting the transition to locally led service delivery models.

Duties and Responsibilities:
The Technical Advisor II will have a comprehensive set of responsibilities, including:
  • Providing technical support and guidance to government counterparts and implementing partners on health systems strengthening approaches, standards, and best practices that align with national health strategies and donor requirements.
  • Contributing to the application of health systems strengthening approaches in coordination with CRS technical teams and government stakeholders.
  • Supporting the alignment of faith-based and community-supported facilities with Ministry of Health policies, standards, and reporting requirements, including participation in relevant technical working groups and coordination forums.
  • Conducting assessments with health facilities and district structures and contributing to the development of action plans that address service delivery quality, supervision systems, human resources for health, and governance gaps.
  • Leading technical assistance aimed at strengthening supervision systems, including joint supervision with district health management teams, performance review processes, and follow-up on agreed corrective actions.
  • Leading technical assistance aimed at strengthening supply chain management systems by supporting facility and district-level forecasting, ordering, stock management, and coordination with national supply systems.
  • Strengthening the capacity of implementing partners and CRS staff through training, mentoring, coaching, and the development of practical tools related to health systems strengthening.
  • Supporting learning and adaptation by documenting lessons learned, contributing to operational reviews, and using routine data and assessment findings to inform continuous improvement.
  • Collaborating closely with monitoring, evaluation, accountability, and learning, systems integration, service delivery, and faith-community mobilization colleagues to ensure integrated implementation.

Required Qualifications:
The position requires a set of qualifications that include:
  • A Bachelor’s degree in public health, health systems, medicine, nursing, health policy, or a related field.
  • A minimum of 8 years of relevant professional experience with progressive responsibility in health systems or service delivery roles.
  • Demonstrated experience supporting health facility or district-level health systems strengthening in low-resource settings.
  • Experience working with government health systems and institutional stakeholders.
  • Experience in providing technical assistance to multidisciplinary teams. Preferred qualifications include a Master’s degree in public health, health systems, or a related field, experience working in Global Health, and experience with quality improvement, human resources for health, supply chain management, or integrated service delivery models.

Educational Background:
Candidates must possess a Bachelor’s degree in public health, health systems, medicine, nursing, health policy, or a related field. A Master’s degree in a relevant field is preferred and may enhance the candidate's qualifications for the role.

Experience:
The position requires a minimum of 8 years of relevant professional experience, with a focus on health systems or service delivery roles. Candidates should have demonstrated experience in supporting health facility or district-level health systems strengthening, particularly in low-resource settings. Experience working with government health systems and institutional stakeholders is essential, as is experience in providing technical assistance to multidisciplinary teams.
