Job Overview:
The UNFPA Deputy Representative plays a crucial role in enhancing the country's capacity to implement the International Conference on Population and Development (ICPD) Programme of Action. This position involves formulating and delivering the UNFPA Country programme, promoting the organization's goals at the national level, and ensuring the integration of population, sexual and reproductive health, and gender issues into the broader development agenda. The Deputy Representative also leads the UNFPA country team, fostering creative program development and sharing knowledge to facilitate effective country programme management. Key activities include providing program leadership, developing national capacity, advocating for partnerships, and managing resources effectively.

Duties and Responsibilities:

• Provide leadership in the formulation and implementation of the UNFPA Country programme, ensuring alignment with national development efforts and the ICPD Programme of Action.
• Promote the goals of the UNFPA programme at the national level, advocating for the integration of population, sexual and reproductive health, and gender issues into national policies and strategies.
• Lead and manage the UNFPA country team, fostering a collaborative and innovative work environment.
• Serve as Officer-in-Charge (OIC) in the absence of the UNFPA Representative, participating in the Country Management Team and contributing to program and operations management.
• Develop and strengthen partnerships with national authorities, civil society, and other stakeholders to enhance program effectiveness.
• Oversee resource management, ensuring efficient use of funds and compliance with UNFPA policies and procedures.
• Monitor and evaluate program performance, making necessary adjustments to achieve desired outcomes.
• Provide strategic direction and guidance to team members, ensuring accountability for results and fostering professional development.

Required Qualifications:

• A Master's degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or a related field.
• A minimum of 10 years of progressively responsible professional experience in public administration and international development at the international level.
• Proven experience in leading and managing complex development and humanitarian programs, preferably within civil society organizations or the United Nations.
• Strong understanding of human rights, population and development, sexual and reproductive health and rights, and gender equality within the development agenda.
• Excellent negotiation skills and the ability to build and sustain partnerships with diverse stakeholders.

Educational Background:
Candidates must possess a Master's degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related disciplines. This educational background is essential for understanding the complexities of the role and the issues at hand.

Experience:
Candidates should have at least 10 years of increasingly responsible professional experience in public administration and international development, particularly at the international level. Experience in leading and managing complex development and humanitarian programs is crucial, along with a strong understanding of the UN and international development frameworks.

Languages:
Fluency in both French and English is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication and collaboration with diverse stakeholders.
