Job Overview: The Intergovernmental Affairs Officer plays a crucial role in planning, coordinating, and supervising the provision of secretariat services for sessions and meetings of the General Assembly, its subsidiary organs, and the Economic and Social Council (ECOSOC). This position requires the incumbent to serve as Secretary or Deputy Secretary for assigned intergovernmental bodies, preparing procedural notes for presiding officers, managing voting and election procedures, and ensuring the timely submission of all necessary documentation. The officer will provide guidance to presiding officers and other elected officials on various aspects of meeting organization, including rules of procedure and administrative issues, while leveraging technology to enhance efficiency. Additionally, the officer will prepare analytical reports on meeting proceedings and maintain communication with delegates and staff from other UN offices and international organizations.
Duties and Responsibilities:
Assist in planning, coordinating, and supervising secretariat services for sessions and meetings of the General Assembly and ECOSOC, serving as Secretary/Deputy Secretary for assigned intergovernmental bodies.
Prepare procedural notes for presiding officers for each meeting and agenda item, managing voting and election procedures.
Ensure timely and accurate submission of pre-session, in-session, and post-session documentation, including draft resolutions and reports.
Provide continuous guidance to presiding officers and elected officials on meeting organization, negotiation status, and rules of procedure.
Prepare summaries and analytical reports on meeting proceedings and follow up on the implementation of decisions.
Draft notes, background papers, and correspondence for senior UN officials, maintaining contacts with delegates and staff from other organizations.
Perform other related duties as required.
Required Qualifications: Candidates must possess sharp political awareness, strong negotiating and diplomatic skills, and a thorough understanding of intergovernmental processes, including relevant rules of procedure and past practices. Professional competence and mastery of subject matter are essential, along with a commitment to gender perspectives and equal participation in all areas of work. The candidate should demonstrate efficiency in meeting commitments and achieving results, as well as the ability to remain calm under pressure.
Educational Background: An advanced university degree (Master’s degree or equivalent) in international relations, law, diplomacy, or a related field is required. Alternatively, a first-level university degree in these fields combined with two additional years of qualifying work experience may be accepted in lieu of an advanced degree.
Experience: A minimum of seven years of progressively responsible experience in international relations, law, diplomacy, or a related area is required. Candidates should have experience providing substantive support to intergovernmental processes and legislative machinery within an international organization, particularly the United Nations. Familiarity with the procedures, policies, and practices of intergovernmental bodies is essential, and experience advising leaders of such bodies is desirable. Experience in data analytics is also a plus.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, while knowledge of French is desirable. Candidates must meet the minimum required level for each skill in these languages according to the UN Language Framework.
