Job Overview:
The Technical Advisor (Quality Healthcare) position is pivotal in shaping UNOPS' global leadership in quality healthcare. This role involves driving mission-led innovation, establishing strategic partnerships, and developing forward-looking solutions that strengthen healthcare systems. The advisor will be responsible for enhancing UNOPS' visibility and positioning in the healthcare mission while also contributing to other missions as needed. The role requires integrating mission-driven knowledge and innovation into partnership development, policy framing, and service delivery, ultimately accelerating progress toward the SDGs. The advisor will serve as a principal focal point and thought leader, ensuring that UNOPS remains at the forefront of healthcare initiatives and partnerships.

Duties and Responsibilities:
  • Thematic Leadership: Act as the principal focal point for assigned healthcare missions, enhancing UNOPS' visibility and positioning. Define UNOPS' expertise and value proposition within the healthcare mission. Serve as a technical expert for internal and external stakeholders, developing and disseminating mission-aligned materials.
  • Mission-Aligned Partnerships: Drive partnership development with a focus on mission readiness and strategic alignment. Provide technical input in high-level discussions and support project ideation with partners. Advise on the strategic alignment of UNOPS' portfolio across assigned missions.
  • Integration of Knowledge and Innovation: Integrate mission-driven knowledge into UNOPS policy and service delivery. Provide advice on mission-aligned outcomes and indicators. Collaborate with various UNOPS groups to strengthen knowledge and innovation processes.
  • People Leadership: Foster a culture of trust, empowerment, and accountability within the team. Promote diversity and inclusion, ensuring a respectful work environment. Provide guidance and supervision to enable team members to perform effectively.

Required Qualifications:
Candidates must possess a Bachelor's degree (or equivalent) in healthcare, sustainable development, or a related discipline with at least 9 years of relevant experience, or a Master's degree (or equivalent) in the same fields with a minimum of 7 years of relevant experience. Specialized training or certification in healthcare, sustainability, innovation, foresight, or partnership development is highly desirable. Candidates should demonstrate a strong understanding of healthcare systems and sustainable development practices.

Educational Background:
A Bachelor's degree in healthcare, sustainable development, or a related field is required. A Master's degree in the same or a related discipline is preferred. Candidates with specialized training or certifications in relevant areas will have an advantage. The educational background should reflect a strong foundation in healthcare policies, sustainable practices, and partnership development.

Experience:
Candidates should have demonstrated experience in providing technical advisory support related to healthcare and sustainable development. Experience in conducting foresight and trend analysis, developing case studies, and facilitating stakeholder engagement is essential. A background in development or humanitarian contexts, as well as experience working in multicultural environments, is required. Familiarity with UN system organizations is a plus, and candidates should have experience in thematic areas such as digital transformation, SIDS resilience, and food systems transformation.

Languages:
Fluency in English is mandatory. Proficiency in additional languages such as Arabic, French, Spanish, Russian, or Mandarin is desirable. Candidates should be able to communicate effectively in both written and spoken forms in these languages, as they will be interacting with diverse stakeholders across various regions.
