Job Overview:
The Economic Recovery Officer - Self Employment Venture Support plays a crucial role in facilitating the planning, implementation, and follow-up of programs aimed at supporting Home-Based Businesses (HBB) and Micro-Small Medium Enterprises (MSMEs). This position involves selecting applicants based on their business ideas, providing necessary training, leading selection committees, and distributing assets through various modalities. The officer will also support established businesses in networking and development opportunities through coaching sessions. The role requires close coordination with the Economic Recovery Team Leader and other officers to ensure effective communication with program participants and Financial Service Providers (FSPs). The officer will be responsible for ensuring compliance with DRC procedures and guidelines while contributing to the development of country strategies and action plans.
Duties and Responsibilities:
The Economic Recovery Officer will implement the work plan for HBB and MSME support, ensuring effective communication with Economic Recovery assistants regarding market information. The officer will monitor and analyze applications, conduct quality assurance activities, and work closely with training service providers to execute training plans. Responsibilities include leading the grants selection committee, coordinating with selected applicants, and managing voucher distribution. The officer will ensure timely delivery of grants, oversee the business formalization process, and manage reimbursements for service providers. Regular program monitoring through site visits and focus group discussions will be conducted, along with documentation and reporting on program activities. The officer will also provide technical support to assistants, coordinate with governmental bodies and other NGOs, and facilitate interdepartmental coordination for monitoring and evaluation.
Required Qualifications:
Candidates must possess a minimum of 2 years of practical experience in economic recovery or livelihood programs, preferably with an INGO. Experience in start-up grant support and understanding of the business formalization process is essential. Familiarity with the humanitarian field, particularly working with displaced individuals, is required. Candidates should have a strong understanding of refugees' rights and protection issues, particularly concerning women and children. Proficiency in MS Word, Excel, and PowerPoint is necessary, along with fluency in Turkish and Arabic. Knowledge of English is considered a strong asset.
Educational Background:
An undergraduate degree or higher in business management, economics, finance, or a related field is required for this position. This educational background will provide the necessary foundation for understanding economic recovery principles and practices, as well as the skills needed to support entrepreneurs effectively.
Experience:
The position requires a minimum of 2 years of relevant experience in economic recovery or livelihood programs, particularly in contexts involving displaced populations. Candidates should have a proven track record of working in start-up grant support and should be familiar with the challenges faced by entrepreneurs in humanitarian settings. Experience in the Southern Turkey region is preferred, as it provides valuable insights into the local context and the needs of the target population.
Languages:
Fluency in Turkish is mandatory, as it is the primary language of communication with program participants. Fluency in Arabic is also required to effectively engage with a diverse group of beneficiaries. Proficiency in English is considered a strong asset, as it may be necessary for reporting and communication with international stakeholders.

The contract for this position is set until December 31, 2026, with the possibility of extension based on funding availability and performance. The position is classified as Band H – Non-Manager, and the duty station is located in Hatay. The expected start date for this role is September 15, 202
