Job Overview:
The Technical Advisor II (TA II) for Data Systems will play a crucial role in providing technical advice, guidance, and support for design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation, particularly focusing on the integration of information systems and the effective use of routine program data. This position is aligned with CRS's program quality principles and standards, donor guidelines, and industry best practices. The TA II will ensure that project hub-and-spoke models are effectively integrated into existing health systems by the conclusion of the project. The role involves supporting government counterparts and implementing partners to enhance interoperability, data quality, and the utilization of information systems that facilitate integrated service delivery, supervision, decision-making, and sustainability. The TA II will also lead initiatives to improve harmonized data collection and reporting, promote the use of data for decision-making, and leverage digital tools to enhance service delivery, efficiency, and accountability. The technical expertise and guidance provided by the TA II will significantly contribute to the effectiveness and adaptability of CRS programming, ensuring alignment with national information systems and enabling evidence-based planning and implementation.

Duties and Responsibilities:
The TA II/Data Systems will be responsible for a variety of key functions, including:

• Contributing to the development and application of strategies, standards, tools, and best practices related to information systems integration, data quality, and the use of routine program data.
• Providing technical solutions to government counterparts and implementing partners regarding the application of program design and implementation standards, tools, and monitoring systems that support interoperability with national platforms.
• Supporting project efforts to align data collection tools, reporting workflows, and indicators with national Health Management Information Systems (HMIS), electronic Logistics Management Information Systems (eLMIS), and other Ministry of Health-approved systems.
• Advising project teams on integrating donor and government information system requirements into CRS program approaches, including reporting, dashboards, and data-use processes.
• Strengthening the capacity of country program staff, government counterparts, and implementing partners through the development of learning agendas, training, mentoring, and coaching related to information systems, data quality, and the use of data for decision-making.
• Contributing to knowledge management and learning by supporting the analysis of program data, participating in routine reviews and data quality processes, and documenting lessons learned and best practices related to systems integration.
• Establishing and maintaining working relationships with government counterparts, technical institutions, and peer organizations relevant to program data systems and digital tools.
• Coordinating with monitoring, evaluation, accountability, and learning colleagues to ensure that systems integration supports operational readiness, transition planning, and long-term sustainability.

Required Qualifications:
The ideal candidate for the TA II/Data Systems position will possess the following qualifications:

• A Bachelor’s degree in Information Systems, Public Health, Statistics, Computer Science, or a related field is required, with a Master’s degree preferred.
• A minimum of 8 years of relevant professional experience with progressive responsibility, including experience providing technical assistance on program systems or data management.
• Proven experience contributing technical input to donor-funded project design and implementation.
• Demonstrated application of technical principles related to program data systems and information management.
• General knowledge of related disciplines to support cross-sectoral programming.
• Proficiency in Microsoft Office, web conferencing tools, and information management systems.
• Experience in mentoring, facilitation, and training using adult learning principles.
• Strong relationship management, analytical, and problem-solving skills, along with strong written and verbal communication skills.

Educational Background:
Candidates must have a Bachelor’s degree in Information Systems, Public Health, Statistics, Computer Science, or a related field. A Master’s degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in data systems and program management.

Experience:
The position requires a minimum of 8 years of relevant professional experience, demonstrating progressive responsibility in roles related to program systems or data management. Candidates should have experience providing technical assistance and contributing to the design and implementation of donor-funded projects, showcasing their ability to navigate complex programmatic environments and deliver effective solutions.

Languages:
Proficiency in English is mandatory for this position, as it is essential for communication and documentation within the organization and with external partners. Additional language skills may be beneficial but are not specified as requirements for this role.

Additional Notes:
This position does not have supervisory responsibilities. The successful candidate must be willing and able to travel up to 25%.
