Job Overview:
The MEAL Manager II position is a critical role within the TaMoLe ESARO hub, responsible for providing technical and management leadership for Monitoring, Evaluation, Accountability, and Learning (MEAL) activities across Tanzania, Mozambique, and Lesotho. The individual in this role will leverage their technical skills and knowledge to assist program teams in designing effective monitoring systems, ensuring accountability to beneficiaries and donors, delivering impactful evaluations, and fostering a culture of learning in alignment with donor and agency standards. The MEAL Manager will play a pivotal role in ensuring that CRS collects high-quality data that supports adaptive management and learning, which is essential for the agency's strategic priorities. The position requires a blend of technical leadership, staff management, capacity strengthening, and direct operational support to projects and country programs, particularly during periods of heightened need such as project start-ups, emergency responses, and staffing transitions. The MEAL Manager will also be responsible for coaching and developing MEAL staff, ensuring that they are equipped to meet the demands of their roles and contribute to the overall success of the agency's programs.
Duties and Responsibilities:
The MEAL Manager II will have a comprehensive set of responsibilities that include providing management support and technical oversight for MEAL systems in both new and existing projects. This includes supporting project designs, start-up, implementation, close-out, and emergency response activities, ensuring compliance with CRS policies, donor guidelines, and industry best practices. The role also involves providing surge MEAL leadership and hands-on technical support during critical periods, functioning as the acting or embedded MEAL Manager when necessary to ensure continuity and quality implementation. The MEAL Manager will coordinate the development of data management systems, ensuring they are functional and supportive of adaptive management. They will also establish Feedback and Complaints Response Mechanism (FCRM) systems, design evaluation processes, and facilitate data-informed learning events. Additionally, the MEAL Manager will support knowledge management initiatives, contribute to the development of quality proposals, and design capacity strengthening activities for staff and partner organizations. The role requires prioritizing support across the three countries in consultation with leadership, adjusting efforts based on program needs and emerging priorities.
Required Qualifications:
Candidates for the MEAL Manager II position must possess a Bachelor’s Degree in International Development, Statistics, Economics, or a relevant field. While a minimum of 5 years of relevant field-based experience is required, additional experience may substitute for some educational qualifications. Candidates should have strong quantitative skills and proven experience with statistical software such as SPSS, as well as ICT4D applications like POWER BI, CommCare, and GIS. Experience in managing MEAL systems in moderately complex projects is essential, along with familiarity with key qualitative methods and tools. Preferred qualifications include a Master's Degree and experience in staff management that fosters a learning environment. Candidates should also have experience in designing and overseeing program studies and evaluations, utilizing findings for adaptive management, and engaging with partner organizations.
