Job Overview:
The Finance Technical Officer (FTO) plays a crucial role within the Country Office Finance team, primarily supporting the coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator in managing financial operations related to payroll and accounting. This position is essential for ensuring that financial processes are executed accurately, timely, and in compliance with both NRC policies and local regulations. The FTO is responsible for statutory reporting, reconciliations, and providing audit support, which requires a blend of technical payroll expertise and financial accounting skills. The role is designed to enhance the efficiency and compliance of NRC’s financial operations, ensuring that all financial data is handled with confidentiality and integrity. The FTO will also be involved in maintaining up-to-date knowledge of statutory requirements related to payroll, pensions, severance, and income tax, ensuring that these are correctly applied in all financial operations.

Duties and Responsibilities:
The Finance Technical Officer will have a wide range of duties and responsibilities, including but not limited to: ensuring compliance with NRC’s financial policies and procedures across the Country Office and Area Offices; collaborating with relevant departments to support compliance with administrative and logistics-related financial processes; maintaining confidentiality and integrity of payroll and financial data; ensuring proper filing and archiving of all financial documents; processing payroll and payments accurately and timely; monitoring and reconciling payroll-related accounts; ensuring timely payments to vendors and service providers; leading payroll operations for national staff and expatriates; verifying compliance of vouchers and supporting documents; coordinating with HR on payroll inputs; maintaining accurate payroll audit documentation; managing payments to suppliers and utilities; reviewing bank reconciliations; supporting financial reporting and reconciliation processes; and assisting the Finance Coordinator with monthly accountancy tasks.

Required Qualifications:
Candidates for the Finance Technical Officer position must possess a Bachelor’s degree in accounting, finance, or a related field. They should have a minimum of 3 years of relevant experience in a similar finance position within a humanitarian context, with at least 2 years of hands-on experience in payroll processing and salary administration. A strong knowledge of Palestinian labor and tax laws is essential, along with experience using Agresso/Unit4 or similar financial systems. Familiarity with donor policies and procedures, as well as experience working in complex and volatile contexts, is also required.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in accounting, finance, or a related field. This foundational education is critical for understanding the complexities of financial operations and compliance within a humanitarian organization. Candidates with advanced degrees or additional certifications in finance or accounting may be preferred, as they can bring additional expertise to the role.

Experience:
The position requires a minimum of 3 years of relevant experience in a finance role, particularly within a humanitarian context. This experience should include at least 2 years of direct involvement in payroll processing and salary administration, demonstrating the candidate's ability to manage financial operations effectively in a challenging environment. Experience with financial systems such as Agresso/Unit4 is also necessary, as is a strong understanding of local labor and tax laws.

Languages:
Fluency in English is mandatory for this position, as all applications and communications will be conducted in English. Knowledge of Arabic is highly desirable, given the local context and the need to communicate effectively with local staff and stakeholders. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the operational areas of NRC.

Additional Notes:
This position is based in the West Bank and is classified as Grade (06) Step (01). The contract duration is for 12 months, with the possibility of renewal based on funding and performance. The role is full-time, and the successful candidate will report directly to the Finance Coordinator.
