Job Overview:
The Community Engagement Officer will play a crucial role in the development and implementation of DRC's Community Engagement activities in Afghanistan. This position focuses on promoting social cohesion, peace, and mitigating the impacts of conflict. The officer will ensure the quality of planning, implementation, and follow-up of all technical aspects of community engagement activities, particularly in conflict management and mediation. Additionally, the officer will conduct conflict analysis in operational areas and support DRC's conflict sensitivity efforts. Building and maintaining relationships with persons of concern, stakeholders, and other humanitarian actors is essential for effective coordination and implementation of DRC's sector activities.

Educational Background:
Candidates must hold a university degree in a relevant discipline such as social sciences, humanities, or law. This educational background is essential for understanding the complexities of community engagement and conflict resolution in the context of humanitarian work.
Experience:
The position requires at least 3 years of relevant professional experience in areas such as conflict management, community safety, and engagement with displaced populations. Candidates should have a proven track record of working effectively in challenging environments, particularly in Afghanistan, and should demonstrate the ability to engage with diverse communities and stakeholders.
Languages:
Fluency in spoken and written Dari/Pashtu and English is mandatory for this position. Proficiency in these languages is crucial for effective communication with local communities and stakeholders, as well as for reporting and documentation purposes.

The salary and conditions for this position will be in accordance with the DRC salary scale. - Contributing to integrated planning and implementation approaches in collaboration with other sector teams.
- Monitoring budgets and work plans to ensure compliant and timely activity execution.
- Preparing monthly, quarterly, and annual reports, proposals, and budgets for donors.
- Conducting monitoring and evaluation exercises in coordination with the program lead and MEAL.
- Collaborating with internal and external technical experts on relevant sector issues.
- Representing DRC at meetings and technical coordination gatherings.
- Ensuring integration with other DRC sectors and providing inputs for program development related to community engagement.
- Exploring collaboration opportunities with other sectors.
- Developing project plans and budgets for funding, project tools, and overseeing project implementation and reporting. 1
- Planning and coordinating logistics and staff movements across operational areas, initiating procurements, and ensuring timely execution of distribution plans.
Required Qualifications:
To be successful in this role, candidates must possess relevant experience and technical competencies, including:
- A minimum of 3 years of professional experience in conflict management, conflict analysis, community safety, youth engagement, or related fields.
- Experience dealing with displacement issues concerning internally displaced persons, returnees, and refugees, as well as familiarity with international standards and frameworks.
- Proven experience in capacity building for both staff and communities.
- Knowledge of and experience working with communities in Afghanistan.
- Strong analytical and communication skills, with the ability to express thoughts clearly and concisely.
- Ability to prioritize tasks and work independently or as part of a team.
- Political and cultural sensitivity, along with a diplomatic and flexible interpersonal style.
