Job Overview:
The Programme Development Manager plays a crucial role in the Afghanistan Country Office, reporting directly to the Head of Programme Development and Resource Mobilization. This position is pivotal in enhancing Save the Children's program development and resource mobilization efforts. The manager will engage with local, regional, and global stakeholders to profile and promote the organization's initiatives. Key responsibilities include conducting portfolio analysis, scanning the donor landscape, developing engagement strategies, and tracking funding opportunities. Required Qualifications:
Candidates must possess a background in business development, grants management, or related fields, with a strong emphasis on strategic portfolio analysis and planning in non-profit management. Essential qualifications include a minimum of 4 years of experience in emergency and development contexts, with proven experience in leading complex proposals and engaging with donors. Candidates should demonstrate excellent planning, management, and coordination skills, along with strong communication abilities in English. Educational Background:
A bachelor's degree in business administration, international development, or a related field is required. Advanced degrees are preferred and may enhance a candidate's qualifications for this role.
Experience:

This includes a minimum of 2.5 years of experience in leading the development of large-scale proposals and engaging with donors and government entities. - Programme Development (30%): Analyze the current funding portfolio to identify trends and inform funding strategies. Track upcoming funding opportunities through research and intelligence gathering. Participate in donor meetings to foster collaboration. Cultivate relationships with stakeholders for strategic funding opportunities. Implement the funding strategy and ensure coordination among teams to meet funding targets.
- Local Donor Engagement (10%): Prepare materials for donor engagement to enhance Save the Children's reputation. Monitor media and donor sources for changes that may impact operations. Provide technical support for sub-awarding and collaboration with other organizations.
- Proposal Development (40%): Lead project design and proposal development, coordinating with various teams. Develop and monitor the proposal calendar, ensuring lessons learned from past programs inform new proposals. Write and review proposal sections for quality control. Facilitate input from technical advisors to ensure relevance and quality.
- Strategic Information Management (10%): Share funding priorities and pipeline analysis across the country office and with the Regional Office. Document and share best practices in bid management.
- Humanitarian Response (10%): Support resource mobilization for emergencies and deploy as needed for funding coordination during major responses.
