Job Overview:
The IRC is seeking a Finance Leader for an upcoming funding opportunity from the Foreign, Commonwealth & Development Office (FCDO). This project aims to mitigate mortality, morbidity, and protection risks driven by conflict, enabling vulnerable populations to access lifesaving humanitarian assistance in a challenging operational environment. The program is expected to commence in October 2026 and run for 2.5 years. The Finance Lead will be a key member of the Programme's Senior Management Team, responsible for overseeing financial management and operations. This role requires the establishment of robust financial infrastructure and systems to support effective program implementation. The Finance Lead will work closely with the Team Leader and Deputy Team Leader to develop strategic and operational plans, ensuring accountability for monitoring financial delivery through comprehensive analytical reviews.
Duties and Responsibilities:
The Finance Lead will establish and oversee program finance policies, systems, and procedures, ensuring compliance with organizational and FCDO requirements. Responsibilities include preparing and reviewing the program financial management manual, managing finance activities to meet reporting deadlines, and preparing quarterly accrual reports and expenditure projections. The Finance Lead will provide monthly actual-to-budget expenditure reports to program staff, facilitating adaptive management. Additionally, the role involves directing the preparation of all FCDO financial reports, maintaining compliance with local government regulations, and managing program-specific bank accounts. The Finance Lead will also oversee financial management across downstream partners, ensuring accurate reporting and compliance with minimum standards. This includes leading recruitment for finance staff, implementing training programs, and strengthening partner finance capacity through coaching and practical tools. The role will also involve leading program assurance, including audit planning and coordination, and providing scenario-based analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis to support senior management decisions.
Required Qualifications:
Candidates must possess a Bachelor's degree in accounting, business administration, commerce, or finance, along with a recognized professional accounting certificate (e.g., CPA) or a Master's degree in accounting. A minimum of 10 years of experience in a similar financial, compliance, or operational role supporting FCDO accountable grants and international donor projects in fragile contexts is required. Candidates should have experience with budgeting and financial reporting for multi-million-pound, multi-year FCDO grants, as well as financial management of programs with substantial sub-awards. Familiarity with FCDO rules and regulations, particularly regarding expenditure management and fiduciary risk, is essential. Strong knowledge of accounting practices and financial management processes is also required.
Educational Background:
The position requires a Bachelor's degree from an accredited university in accounting, business administration, commerce, or finance. A recognized professional accounting certificate such as CPA is necessary, and a Master's degree in accounting is preferred.
Experience:
The ideal candidate should have a minimum of 10 years of relevant experience in financial management, compliance, or operational roles, particularly in contexts involving FCDO accountable grants and international donor projects. Experience in budgeting and financial reporting for large-scale grants, as well as managing financial oversight of cash transfer programming, is strongly preferred. Familiarity with adaptive management approaches and evidence-based programming is also advantageous.
Languages:
Fluency in English and Arabic is mandatory for this position. Experience working in Sudan is considered an advantage, as it may enhance the candidate's understanding of the local context and operational challenges.
