Job Overview:
The consultancy aims to provide technical, methodological, and operational support for the organization, facilitation, systematization, documentation, and dissemination of events related to the development and socialization of normative instruments in the Water Resources, Irrigation, Drinking Water, and Basic Sanitation sectors. The consultant will work closely with UNICEF and the Ministry of Rural Productive Development and Water to ensure that gender equality, rights, inclusion, interculturality, and meaningful participation are integrated into all activities. The consultant will be responsible for planning and organizing workshops, technical meetings, and other events, ensuring inclusivity and equitable participation of children and youth. Additionally, the consultant will prepare agendas, methodologies, and materials for these events, facilitate dialogues, and document the participation of various stakeholders, including institutional actors, social organizations, and the private sector. The ultimate goal is to strengthen the normative processes and contribute to the Water Resources Summit by generating and publishing knowledge products derived from these events.

Duties and Responsibilities:
  • Develop a work plan and activity schedule for the consultancy implementation, promoting equitable participation of children and youth.
  • Support the planning, organization, and logistical coordination of workshops, technical meetings, and other events related to the Water Resources Summit.
  • Prepare agendas, participatory methodologies, and supporting materials for the events.
  • Facilitate or support the facilitation of dialogue spaces and participatory proposal building.
  • Incorporate gender, inclusion, and social participation approaches in the organization and development of events.
  • Coordinate the registration, follow-up, and documentation of stakeholder participation.
  • Prepare reports, minutes, and other documents summarizing the events, including gender-differentiated analysis.
  • Collect and systematize contributions and lessons learned from consultations, focusing on gender equality and equitable access to water resources.
  • Support the development of technical inputs for the Water Resources Summit and strengthen normative instruments with recommendations for equitable access. 1
  • Develop communication products for disseminating results, including informative notes and digital publications. 1
  • Present progress reports and a final report consolidating activities, results, and recommendations for future processes.

Required Qualifications:
A Bachelor's degree in Social Sciences, Communication, Political Science, International Relations, Environmental Engineering, Water Resources Engineering, Public Management, Rural Development, or related fields. At least five years of professional experience in coordinating, organizing, or facilitating workshops and participatory processes. Proven experience in systematizing information and preparing technical reports. Experience in coordination with public institutions and civil society organizations is essential. Familiarity with water resource management, sanitation, and environmental management will be considered an advantage. Strong skills in producing communication content and disseminating technical results. Knowledge of gender approaches and social inclusion is required.

Educational Background:
Candidates must possess a Bachelor's degree in a relevant field such as Social Sciences, Communication, Political Science, International Relations, Environmental Engineering, or related disciplines. Advanced degrees or certifications in related areas will be considered a plus.

Experience:
Candidates should have a minimum of five years of relevant professional experience, particularly in the coordination and facilitation of workshops, technical meetings, and participatory processes. Experience in working with governmental entities and international cooperation organizations is highly desirable. Familiarity with gender analysis and the incorporation of gender recommendations into projects is also important.

Languages:
Fluency in Spanish, both oral and written, is mandatory. Knowledge of additional languages may be considered an asset, particularly if they relate to the local context or the communities served.

Additional Notes:
The consultancy is offered on a Lump Sum contract basis, covering all expenses including fees, travel, accommodation, and other related costs. The consultant must have their own equipment and tools for service delivery. The consultant will be responsible for ensuring compliance with local tax obligations. The selected candidate must have health insurance coverage and will be required to travel to various locations in Bolivia as part of the consultancy. The contract duration and specific deliverables will be outlined in the work plan.
