Job Overview:
The National Project Coordinator (NPC) will play a crucial role in the implementation of the Mwakuri Aika a Raraoi Ibukimi (Decent Work for All) Activity 2 (MARI 2), which is part of the broader Decent Employment for Everyone’s Development (MANIM) Project funded by the Millennium Challenge Corporation (MCC). The primary objective of this project is to facilitate decent and inclusive employment opportunities for the people of Kiribati. The NPC will be responsible for overseeing the day-to-day operations of the project, ensuring that all activities align with the project's goals and objectives. This includes coordinating with various stakeholders, providing technical support to the Ministry of Employment and Human Resources (MEHR), and ensuring that the project meets its commitments to gender equality and social inclusion. The NPC will also be tasked with monitoring the progress of the project, preparing reports, and ensuring compliance with ILO regulations and standards.

Required Qualifications:
Candidates must possess a University Degree in law, political science, economics, management, or a relevant field, or equivalent experience. Additionally, candidates should have at least three years of professional experience in project or program management at the national level, with a preference for experience in labor migration, economic development, trafficking, or gender equality. Strong analytical skills and the ability to interpret program information are essential, as well as the capacity to cultivate partnerships and coordinate with stakeholders effectively.
Educational Background:
A University Degree in a relevant field such as law, political science, economics, or management is required. Equivalent experience may also be considered acceptable for this position.
Experience:
Candidates should have a minimum of three years of professional experience in project or program management, particularly at the national level. Experience in labor migration or related fields such as economic development, trafficking, or gender equality is preferred, indicating a strong background in managing and implementing development projects.
Languages:
Excellent command of English is mandatory, along with proficiency in a national language. This bilingual capability is essential for effective communication within the diverse communities in Kiribati and for engaging with various stakeholders.
Additional Notes:
The position is a full-time role with a contract duration of 12 months, with the possibility of extension based on performance and funding availability. The recruitment process is open to both internal and external candidates, with specific local recruitment criteria for National Officer positions. - Monitoring and evaluating the progress of program activities in collaboration with implementing partners, ensuring that workplans and reports are reviewed and analyzed effectively.
- Identifying challenges and proposing solutions to ensure timely and quality results, particularly in relation to gender equality and social inclusion.
- Preparing budget estimates and expenditure forecasts to ensure adequate resources for achieving planned results.
- Acting as the primary contact for partners regarding administrative procedures and requirements.
- Developing and maintaining information systems for monitoring and reporting on project activities.
- Conducting missions and site visits to support program implementation and reporting.
- Organizing and participating in consultative meetings, seminars, and training workshops.
- Supervising the work of the program’s Administrative and Financial Assistant and national consultants.
- Establishing and maintaining relationships with national and local stakeholders, including government authorities, NGOs, and the media. 1
- Drafting and translating communication materials and ensuring visibility of the program and its donor. 1
- Providing inputs for policy briefs and research materials, and identifying good practices and lessons learned for sharing with other countries.
