Job Overview:
The Head of Programming I for Afghanistan and Pakistan will play a crucial role in the Afghanistan and Pakistan Business Management Unit (BMU) Senior Management Team. This position involves providing strategic direction and leadership for the BMU’s programming, ensuring the successful implementation of high-quality programs that serve the poor and vulnerable populations. The role requires a proactive approach to risk management and a commitment to continuous improvement in program impact. The Head of Programming will oversee the design of strategic frameworks and resource mobilization strategies, ensuring that programming interventions align with regional and agency priorities. This position demands a strong focus on integrating various project activities across sectors to enhance efficiency and effectiveness in implementation.
Duties and Responsibilities:
The duties and responsibilities of the Head of Programming I include collaborating with the Country Representative to provide strategic direction for the design of country program frameworks and plans. This involves leading high-quality project design that adheres to project management standards and MEAL (Monitoring, Evaluation, Accountability, and Learning) methods. The role requires coordinating planning activities across multiple projects to ensure integration and efficiency. Additionally, the Head of Programming will manage talent, supervise staff, and promote a learning environment. Responsibilities also include developing staffing plans, overseeing project budgeting, ensuring compliance with donor standards, and strengthening partnerships. The position entails identifying training opportunities, developing curricula, and delivering training to enhance the capacity of project teams and partners.
Required Qualifications:
Candidates must possess a Bachelor's Degree in International Development, International Relations, or a relevant field. A minimum of 5-8 years of relevant field-based program management experience is required, including at least two years in a senior management role. Applicants should have a proven track record in developing successful proposals, reports, and strategic alliances, as well as experience in project design, management, and monitoring and evaluation. Experience in community development and grassroots initiatives is essential, along with expertise in project grants management and business development activities.
Educational Background:
The educational background required for this position includes a Bachelor's Degree in a relevant field such as International Development or International Relations. A Master's degree in a related field is preferred and may enhance a candidate's qualifications for the role.
Experience:
The position requires significant experience in program management, specifically in field-based roles. Candidates should have a minimum of 5-8 years of relevant experience, with at least two years in senior management. Experience in developing proposals, managing projects, and engaging with diverse stakeholders is crucial. Familiarity with community mobilization and capacity strengthening initiatives is also important.
Languages:
Professional working proficiency in English is mandatory for this position. Additional language skills may be beneficial but are not specified as required.
