Job Overview:
The Water Officer will play a crucial role in the implementation of the Water for Resilience (W4R) Programme in Somaliland. This position is designed for a technically skilled water-sector professional who will utilize Market Systems Development (MSD) and private-sector engagement strategies to enhance sustainable water systems in rural and peri-urban areas. The Water Officer will be responsible for addressing various constraints that affect water service delivery, including technical, operational, commercial, governance, and institutional challenges. The role involves engaging with various stakeholders, including Water Service Providers (WSPs), local authorities, and community groups, to strengthen water systems and ensure climate resilience. The Water Officer will also contribute to assessments, stakeholder coordination, and monitoring of program results, aligning with W4R's objectives and approaches.
Duties and Responsibilities:
The Water Officer's duties will include supporting the implementation of W4R activities in the Wajaale corridor, conducting assessments of water ecosystem actors, and onboarding various stakeholders into the W4R support pipeline. The officer will assist in baseline assessments, technical evaluations, and the design of climate-resilient water systems. Responsibilities also encompass facilitating Market Systems Development interventions, engaging with private sector actors, and identifying systemic constraints affecting water service delivery. The officer will support capacity strengthening initiatives for water service actors, promote inclusive governance structures, and maintain effective relationships with government and community stakeholders. Additionally, the Water Officer will be involved in climate resilience initiatives, monitoring program performance, ensuring compliance with policies, and managing risks associated with program activities.
Required Qualifications:
Candidates must possess a university degree in Water Supply Engineering, Hydraulic Engineering, Water Resource or Environmental Engineering, Civil Engineering, or a related field. A minimum of four years of experience in water resource management, water supply systems, or related programming is required. Experience working with private sector actors, utilities, and community-managed water systems is essential. Familiarity with Market Systems Development and private sector engagement approaches, as well as knowledge of climate-resilient water systems, is necessary. Strong analytical, reporting, and stakeholder engagement skills are also required, along with the ability to adapt to changing situations and work under pressure.
Educational Background:
The educational background required for this position includes a university degree in a relevant field such as Water Supply Engineering, Hydraulic Engineering, Water Resource or Environmental Engineering, or Civil Engineering. This educational foundation is critical for understanding the technical aspects of water systems and their management.
Experience:
The position requires a minimum of four years of relevant experience in areas such as water resource management, water supply systems, and market systems programming. Candidates should have a proven track record of working with private sector actors and engaging with community-managed water systems or public-private partnerships. Experience in conducting water systems assessments and implementing monitoring and evaluation processes is also essential.
Languages:
Fluency in English is mandatory, as all applications and communications will be conducted in English. Knowledge of Somali or other local languages would be considered an asset, enhancing communication with local stakeholders and communities.

The contract for this position is for a duration of 12 months, with the possibility of extension based on funding and performance. The role is classified under Band H2, and the work location is primarily in Hargeisa, with frequent travel to project sites. The start date for this position is September 202
