Job Overview:
The Finance Specialist plays a crucial role in the Consortium Management Unit (CMU) of the Yemen Displacement Response (YDR) Consortium. This position is responsible for high-quality financial management and technical support, ensuring effective financial planning, budget management, donor compliance, and financial reporting. Duties and Responsibilities:
The Finance Specialist will lead the development, review, consolidation, and revision of consortium project budgets in collaboration with partners, ensuring compliance with donor and DRC requirements. Responsibilities include providing technical financial leadership during proposal development, monitoring project expenditures against approved budgets, analyzing burn rates, and recommending corrective actions. The role involves overseeing budget revisions, reallocations, and realignments, ensuring effective budget monitoring and financial control across all projects. The Finance Specialist will prepare and present monthly Budget Follow-Up reports, participate in project meetings, process partner installment payments, review financial reports for accuracy, and ensure compliance with DRC financial procedures and donor regulations. Additionally, the role includes preparing for audits, providing technical financial advice to partners, and identifying opportunities for improving financial systems and reporting processes.
Required Qualifications:
Candidates must possess a Bachelor's degree in Accounting, Finance, Business Administration, Commerce, or a related field. A minimum of 5 years of progressively responsible finance experience with international non-governmental organizations (INGOs) is required. Demonstrated experience in donor budget development, financial management, grant administration, and financial reporting is essential. Strong experience managing donor-funded projects, particularly with ECHO and other institutional donors, is necessary. Candidates should have experience reviewing partner financial reports, supporting audits, and ensuring donor compliance, along with proficiency in ERP financial systems, preferably Microsoft Dynamics (D365).
Educational Background:
A Bachelor’s degree in finance or accounting is required for this position. This educational background provides the foundational knowledge necessary for effective financial management and compliance within the context of international humanitarian work.
Experience:
The position requires a minimum of 5 years of progressively responsible finance experience, specifically within international non-governmental organizations (INGOs). Candidates should have a strong track record in managing donor-funded projects and experience in financial management, grant administration, and reporting. This level of experience is crucial for ensuring compliance with donor regulations and for providing the necessary financial oversight for consortium projects.
Languages:
Professional proficiency in English is mandatory, while proficiency in Arabic is preferred. This language requirement is essential for effective communication within the consortium and with local partners, ensuring that financial reports and analyses are accurately conveyed and understood.
Additional Notes:
The contract length for this position is until 31 July 2027, and it falls under the Non-Managerial (G2) band. The duty station is in Sana'a, with frequent travel to field locations expected. The start date for this position is as soon as possible, and the salary and conditions will be in accordance with the Danish Refugee Council’s National Terms of Employment.
