Job Overview:
The Head of Support Services (HoSS) is a pivotal role within DRC, responsible for the operational and strategic oversight of Finance, Human Resources, Logistics and Procurement, Administration, and IT. This position is crucial for ensuring compliance with DRC procedures and guidelines within Lebanon. The HoSS will contribute to the development of country strategies, translating them into actionable plans and daily tasks. The role requires a senior-level management experience, with a proven track record in organizational development and resource mobilization. The HoSS will lead efforts to enhance operational systems, processes, and policies in alignment with DRC's mission and values, ensuring effective support to country operations and activities.

Duties and Responsibilities:
The Head of Support Services will have a comprehensive set of responsibilities, including:
  • Staff Management: Leading and managing support managers, focusing on people planning, performance, well-being, and development. Providing technical support to the wider country support team and building the capacity of operational support staff through training and mentoring.
  • Support Services Management: Overseeing the strategic development and implementation of support operations, ensuring compliance with DRC operational guidelines. Collaborating with the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and Senior Management Team on donor relations and compliance issues.
  • Operational Management: Maintaining and improving resource management, ensuring compliance with DRC's Risk Management Framework, and developing a risk management plan.
  • DRC Dynamics ERP System: Ensuring the effective use of the ERP system for project and finance functionalities.
  • Legal Compliance: Ensuring that all administrative and legal systems are accurate and compliant with Lebanese government directives.

Required Qualifications:
To be considered for this role, candidates must possess the following qualifications:
  • A minimum of 7 years of experience in a similar role within an international NGO.
  • At least 4 years of experience in people management, demonstrating strong leadership skills.
  • Proven operational management experience, particularly in complex and emergency settings.
  • Significant experience in financial, information, and systems management, as well as procurement processes.
  • Understanding of institutional fundraising and excellent communication, negotiation, and problem-solving skills.
  • Strong capacity building and facilitation skills, with the ability to collaborate effectively with diverse stakeholders.

Educational Background:
Candidates must hold a Master’s Degree or an advanced professional qualification in Finance, Business Administration, Logistics, or Human Resources. This educational background is essential for understanding the complexities of the support services required for the role.

Experience:
The position requires a substantial level of experience, specifically a minimum of 7 years in a similar role within an international NGO. Candidates should have at least 4 years of experience in people management, showcasing proven leadership capabilities. Additionally, candidates should have operational management experience in complex and emergency settings, along with significant experience in financial and systems management.

Languages:
Full professional proficiency in both English and Arabic is mandatory for this position. These language skills are essential for effective communication and collaboration within the diverse team and with external stakeholders.
