Job Overview:
The Capacity Building Specialist will play a crucial role in enhancing the technical and operational competencies of partner institutions in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) through the design and facilitation of ICT training modules. This position is essential for supporting the digital transformation initiatives within BARMM ministries and agencies, focusing on strengthening institutional capacities in ICT systems planning, digital governance, and operational sustainability. The specialist will be responsible for developing structured training programs that align with UNOPS standards and government priorities, ensuring that the training is practical, context-responsive, and tailored to the needs of the institutions involved. This role requires a deep understanding of ICT systems and the ability to deliver high-quality training sessions that foster knowledge transfer and capacity development.

Duties and Responsibilities:
The Capacity Building Specialist will be responsible for a variety of tasks, including:
  • Training Design and Curriculum Development: Develop structured ICT capacity-building modules tailored to the needs of BARMM institutions, ensuring alignment with UNOPS ICT implementation standards. Create practical training materials covering topics such as ICT systems management, digital governance, cybersecurity awareness, and data management. Integrate real case examples and practical tools into the training content.
  • Technical Delivery and Facilitation: Lead technical sessions on ICT systems planning, implementation, and oversight. Facilitate discussions that enhance participants' understanding of ICT governance structures and operational risks. Ensure that all training sessions emphasize practical application and institutional sustainability.
  • Institutional Strengthening: Provide guidance on strengthening ICT governance and operational coordination mechanisms within institutions. Support participants in identifying operational gaps and promote practical approaches to enhance ICT accountability and documentation.
  • Knowledge Products and Reporting: Develop training materials, conduct assessments to evaluate learning effectiveness, and prepare reports summarizing key outputs and recommendations for future capacity development initiatives.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Information Technology, Computer Science, Information Systems, Computer Engineering, ICT Management, or related fields, along with at least seven years of relevant experience. Alternatively, a Master’s degree in similar disciplines with five years of relevant experience is acceptable. Desired qualifications include relevant professional certifications in ICT systems management, cybersecurity, or project management, which would be advantageous for the role. Candidates should demonstrate a strong understanding of ICT systems and their application in institutional settings.

Educational Background:
A Bachelor’s degree in Information Technology, Computer Science, Information Systems, Computer Engineering, ICT Management, or related fields is required. A Master’s degree in Information Technology, Information Systems, Digital Transformation, or Public Administration is preferred. Relevant professional certifications or formal training in ICT systems management or related disciplines are considered an asset.

Experience:
Candidates should have relevant experience in ICT systems management, digital transformation initiatives, and facilitating workshops or training sessions related to ICT operations. Practical experience in ICT project implementation and systems administration is essential. Experience working with government institutions or in multi-stakeholder environments is also required. Familiarity with donor-funded ICT projects and exposure to UNOPS standards is desirable, particularly in fragile or transitional contexts.

Languages:
Fluency in English and Filipino is required for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
