Job Overview:
The State Programme Analyst position at UNFPA is pivotal in managing and coordinating the organization's activities within the respective State. This role involves working closely with the State Head of Office and technical specialists to plan, implement, monitor, and evaluate UNFPA interventions. The Programme Analyst will contribute to the effective management of UNFPA's activities across various result areas, aligning with the ICPD Programme of Action and the 2030 Agenda. The position requires a strong commitment to advocacy and policy dialogue, ensuring that the needs of marginalized populations are addressed. The Programme Analyst will also play a crucial role in resource mobilization and partnership development, contributing to the overall mission of UNFPA to improve reproductive health and rights in India.

Duties and Responsibilities:
The duties and responsibilities of the State Programme Analyst include:
  • Programme Management and Coordination: Collaborate with government and civil society counterparts to design and implement the UNFPA country programme, ensuring alignment with State Government priorities. Provide strategic support for the development and monitoring of work plans, ensuring compliance with UNFPA's programming and financial management policies. Analyze progress, identify bottlenecks, and propose solutions. Establish networks with technical government counterparts and UN agencies to facilitate project delivery. Draft quarterly and annual programme and financial reports.
  • Policy Dialogue and Technical Support: Assist the State Head of Office in preparing materials for policy dialogue to advance the ICPD Programme of Action. Participate in UN-wide discussions on SDGs and ensure compliance with UNFPA policies. Implement knowledge management strategies to capture lessons learned.
  • Advocacy and Resource Mobilization: Contribute to communication materials that highlight UNFPA's work and transformative results. Assist in resource mobilization efforts, including proposal writing and donor presentations. Ensure compliance with donor agreements in project implementation and reporting.
  • Other Duties: Carry out any additional responsibilities as assigned by UNFPA leadership.

Required Qualifications:
Candidates must possess an advanced degree in international development, public policy, public health, population studies, or a related social science discipline. They should have a minimum of two years of professional experience in development management, with practical experience in programme design, implementation, monitoring, and evaluation. A good understanding of human rights and gender equality dimensions in programme design is essential. Excellent written and oral communication skills, emotional intelligence, and the ability to work independently and in culturally diverse teams are required. Proficiency in office software and web-based management systems is mandatory.

Educational Background:
The educational background required for this position includes an advanced degree in fields such as international development, public policy, public health, population studies, or other related social sciences. This educational foundation is crucial for understanding the complexities of development issues and for effectively contributing to UNFPA's mission.

Experience:
The position requires at least two years of professional experience in development management. Candidates should have practical experience in programme design, implementation, monitoring, and evaluation, including budget management. Familiarity with human rights and gender equality in programme contexts is also necessary, along with the ability to work effectively in diverse teams and environments.

Languages:
Fluency in English is mandatory for this position. Additionally, a working knowledge of one of the Indian Official languages is desirable. Knowledge of other UN languages is considered an asset, enhancing the candidate's ability to communicate and collaborate in a multilingual environment.

Additional Notes:
This position is a full-time, fixed-term role with a duration of one year, which is renewable based on performance and organizational needs. It is classified as a non-rotational position at the NO-B level. The compensation package includes a competitive net salary of INR 35,31,435 per annum, along with health insurance and other applicable benefits.
