Job Overview:
The Senior Private Sector Development Specialist will play a crucial role in leading the efforts of the South Asia Department (SARD) to accelerate private sector development, including public-private partnerships (PPP). This position is based in the India Resident Mission and involves overseeing junior team members while reporting to the Regional Head of Private Sector Development. The specialist will be responsible for developing country partnership strategies, identifying opportunities for private sector-led growth, and supporting ADB's operations related to private sector development. The role requires a strategic approach to planning, business development, investment operations, external relations, knowledge services, and staff supervision, ensuring that ADB's initiatives align with its mission to alleviate poverty and promote sustainable development in the Asia-Pacific region.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in economics, business administration, finance, accounting, public policy, or related fields. Alternatively, a university degree with at least 5 years of specialized experience relevant to the position is acceptable. Additionally, candidates should have a minimum of 10 years of work experience in developing and implementing Private Sector Development (PSD) programs and projects, including experience in Public-Private Partnership (PPP) project development and multi-sector infrastructure transaction advisory. Experience in building teams and working in diverse multicultural environments is also required.
Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as economics, business administration, finance, accounting, or public policy. A university degree combined with significant specialized experience may also be considered sufficient for this role.
Experience:
The position requires at least 10 years of relevant work experience in private sector development, including experience in developing and implementing PSD programs and projects, as well as expertise in PPP project development and transaction advisory services. Candidates should have diversified international experience in development institutions and the private sector, particularly in developing countries, and should be adept at building professional relationships and working collaboratively in diverse teams.
Languages:
Proficiency in English is mandatory for this position. Knowledge of additional languages relevant to the Asia-Pacific region would be considered an asset, enhancing communication and collaboration with various stakeholders.
Additional Notes:
This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the candidate's performance. The position may involve relocation, and all reasonable relocation expenses will be covered. - Contributing to the development of private sector development strategies and approaches in South Asia, including leading inputs to Country Partnership Strategies (CPS) and developing PSD roadmaps.
- Monitoring private sector development needs and identifying opportunities for ADB assistance through sovereign, non-sovereign, and transaction advisory services.
- Conducting policy dialogues with governments and partners to address challenges in scaling up private sector development and PPPs.
- Leading project preparation support and transaction advisory services, ensuring efficient marketing, negotiation, and due diligence.
- Building and managing relationships with government agencies, development partners, and private sector stakeholders.
- Leading knowledge services related to private sector development and organizing knowledge-sharing events.
- Supervising and developing junior staff, ensuring ongoing learning and performance monitoring.
