Job Overview:
The RRM Coordinator is tasked with overseeing the Rapid Response Mechanism (RRM) response implemented by various partners. This role is crucial for ensuring the quality and effectiveness of emergency response efforts, which aim to deliver lifesaving commodities to populations affected by crises within 72 hours of a trigger event. The Coordinator will be responsible for developing strong collaborative relationships with internal teams and external partners, including government authorities and implementing partners. The position requires a proactive approach to program planning, monitoring, and evaluation, as well as the ability to identify and address bottlenecks in RRM implementation. The Coordinator will also provide leadership to ensure that technical knowledge is current and effectively disseminated for successful program execution.
Duties and Responsibilities:
The RRM Coordinator will have a comprehensive set of responsibilities, including: managing directly reporting staff and overseeing their performance management processes; ensuring effective workforce planning, recruitment, and staff development; coordinating operational support for colleagues involved in RRM activities; identifying rapid and effective assistance approaches for affected populations; ensuring compliance with NRC policies and procedures; overseeing emergency response projects and coordinating prioritization processes; preparing and consolidating progress reports and documentation; leading proposal writing and business development efforts for the RRM portfolio; conducting context analysis and developing contingency plans; monitoring humanitarian developments and adjusting RRM activities accordingly; liaising with authorities to facilitate access and resolve operational challenges; conducting field visits to monitor implementation quality; ensuring compliance with reporting requirements; and facilitating the production of public-facing reports and updates.
Required Qualifications:
Candidates must possess a university degree and have a minimum of 5 years of experience in implementing humanitarian programs, with at least 3 years in a leadership role. Experience with international NGOs is essential, along with strategic thinking and planning skills. Familiarity with the operational environment in Yemen, particularly in the northern governorates, is crucial. Candidates should have practical knowledge of protection mainstreaming and large-scale distributions, as well as experience in fast-paced and insecure work environments. Excellent report writing, presentation, and communication skills are required, along with fluency in English. Experience working with local implementing partners is preferred, and candidates should demonstrate effective interpersonal communication skills and a proven record of leading complex emergency responses.
Educational Background:
A university degree in a relevant field is required for this position. Candidates should have a strong academic background that supports their ability to manage humanitarian programs effectively and understand the complexities of emergency response.
Experience:
The position requires a minimum of 5 years of experience in humanitarian program implementation, with at least 3 years in a leadership capacity. Candidates should have a proven track record of managing emergency responses and navigating complex and volatile contexts, particularly in disaster preparedness, response, and recovery programming.
Languages:
Fluency in English, both written and verbal, is mandatory for this position. Additionally, proficiency in Arabic is essential, given the operational context in Yemen. Knowledge of other languages may be considered an asset but is not required.

This position is full-time and involves significant responsibilities in managing emergency response efforts. The role may require travel to various locations within Yemen, including remote areas.
