Job Overview:
The Sexual Reproductive Health and Rights (SRHR) Data Specialist position is designed to provide critical support for the implementation of UNFPA's maternal health and SRHR programs in Timor-Leste. The role focuses on strengthening health systems and enhancing SRHR data systems, particularly in the context of a regional initiative funded by the Department of Foreign Affairs and Trade (DFAT) of the Government of Australia. The specialist will work closely with technical and program teams to improve data systems related to Sexual, Reproductive, Maternal, Newborn, Child, and Adolescent Health (SRMNCAH). This includes overseeing the Maternal Perinatal Deaths Surveillance and Response (MPDSR) and Emergency Obstetric and Newborn Care (EmONC) data systems, ensuring that life-saving interventions are effectively monitored and delivered. The position requires staying updated on UNFPA policies and technical guidance, aligning local practices with global standards, and fostering innovation in SRHR deliverables.

Duties and Responsibilities:
The SRHR Data Specialist will have a comprehensive set of responsibilities, including:

• Supporting the implementation of the MPDSR program by coordinating technical workplans and facilitating training components.
• Organizing and facilitating workshops and consultative meetings at various levels to ensure stakeholder collaboration.
• Providing administrative and logistical support for Training of Trainer (ToT) programs to build capacity at the sub-national level.
• Assisting in data collection, analysis, and evidence generation related to MPDSR.
• Supporting the implementation of the Emergency Obstetric Care Network and collaborating with technical partners.
• Assisting in the adaptation and validation of data collection processes for EmONC functionality and readiness.
• Producing comprehensive annual reports on EmONC situations and contributing to knowledge management.
• Coordinating with the Ministry of Health and technical partners to strengthen RMNCAH and GBV data in Health Management Information Systems (HMIS).
• Generating, monitoring, and analyzing data on SRMNCAH for program analysis. 1
• Ensuring effective communication and coordination between UNFPA Timor-Leste stakeholders and the UNFPA Regional Office.

Required Qualifications:
Candidates for the SRHR Data Specialist position must possess a strong set of qualifications, including:

• A solid understanding of sexual and reproductive health and rights, maternal health, and data management systems.
• Proven experience in program implementation and monitoring, particularly in health-related initiatives.
• Strong analytical skills with the ability to interpret complex data and generate actionable insights.
• Excellent communication and interpersonal skills to facilitate collaboration among diverse stakeholders.
• Proficiency in project management and the ability to coordinate multiple tasks effectively.

Educational Background:
The ideal candidate should have a relevant educational background, typically including a degree in public health, social sciences, statistics, or a related field. Advanced degrees or specialized training in sexual and reproductive health or data analysis would be advantageous.

Experience:
The position requires a minimum of several years of relevant experience in public health, data management, or program implementation, preferably within an international development context. Experience working with UN agencies or similar organizations is highly desirable.

Languages:
Fluency in English is mandatory, as it is the working language of UNFPA. Knowledge of Portuguese or Tetum would be considered an asset, as these languages are relevant in the local context.
