Job Overview:
The Policy Advisor will play a crucial role in leading GPA's policy engagement efforts to ensure that sustainable energy solutions are integrated into policies affecting displaced populations and host communities. This position involves identifying key policy opportunities, influencing international and national policy frameworks, and supporting the translation of commitments into actionable projects. The advisor will work closely with various stakeholders, including governments, donors, and civil society, to promote the inclusion of displacement contexts in energy planning and investment. The role requires strategic thinking and the ability to develop advocacy tools and technical inputs that can effectively influence policy decisions.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in energy, environment, international development, humanitarian studies, international relations, public policy, or a related field. A first-level university degree (Bachelor’s) with two additional years of relevant experience may be accepted in lieu of the advanced degree. Additionally, candidates should have extensive experience in energy access, climate, or humanitarian/sustainable development policy, with a minimum of 7 years of experience, including 3 years at a senior management level.
Educational Background:
An advanced university degree (Master’s or equivalent) in relevant fields such as energy, environment, international development, humanitarian studies, international relations, or public policy is required. A first-level university degree (Bachelor’s) may be accepted with additional relevant experience.
Experience:
A minimum of 7 years of extensive experience in energy access, climate, or humanitarian/sustainable development policy is required, with at least 3 years in a senior management role. Proven experience in program coordination, partnership management, and policy implementation in humanitarian or development sectors is essential. Experience in delivering energy initiatives in humanitarian contexts and working in developing or displacement-affected countries is desirable.
Languages:
Fluency in English is required. Proficiency in additional languages may be considered an asset, but English is the primary language for this position.
Additional Notes:
The contract is for a duration of 1 year with the possibility of extension, subject to satisfactory performance, availability of funds, and necessity of services. The position is classified at the senior level (ICS 11) and is a home-based role. UNOPS emphasizes diversity and equal employment opportunities, encouraging applications from underrepresented groups. - Develop and implement an Advocacy Strategy aligned with GPA’s 2026-2029 Strategy.
- Provide strategic support for GPA’s policy engagement to ensure sustainable energy solutions are reflected in policy frameworks.
- Identify high-impact policy entry points for energy access in displacement contexts.
- Conduct policy analysis to identify gaps and opportunities for sustainable energy access.
- Facilitate partner advocacy and coordinate engagement strategies across various policy processes.
- Develop policy language, technical inputs, and advocacy products for partners.
- Support GPA partners in connecting favorable policies to practical implementation opportunities.
- Monitor and report on GPA’s policy influence and implementation progress.
