Job Overview:
The Economic Empowerment Program Manager is tasked with establishing a comprehensive workforce development program for IRC Montana. This role involves designing the service delivery framework, building partnerships with employers and community organizations, and expanding the program into new areas within Montana. A significant focus will be on integrating IRC Montana into local workforce development boards to secure sustainable funding and partnerships. The position emphasizes the importance of Helena due to its role as the seat of Montana's workforce development board and its proximity to key donors, making it a strategic location for establishing IRC's presence and building a robust network.

Required Qualifications:
Candidates must possess a university degree (B.A.) with an advanced degree in a related field preferred. A minimum of 3-5 years of relevant program experience is required, including program development, monitoring, and evaluation. Experience in designing or launching workforce development or job readiness programs, particularly in nonprofit or public-sector contexts, is essential. Familiarity with public workforce systems, such as workforce development boards and WIOA-funded programs, is strongly preferred. Previous experience in fundraising and grant writing is also necessary. Candidates should demonstrate success in building and maintaining relationships with employers and community institutions, with an understanding of the long-term nature of these processes. Strong organizational skills and the ability to manage multiple priorities in a fast-paced environment are crucial, as is the ability to work independently.
Educational Background:
A four-year university degree (B.A.) is required for this position, with an advanced degree in a related field being preferred. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively manage and develop workforce programs.
Experience:
The position requires a minimum of 3-5 years of relevant experience in program development, monitoring, and evaluation. Candidates should have a proven track record in designing or launching workforce development programs, ideally within a nonprofit or public-sector context. Experience engaging with public workforce systems is strongly preferred, as is previous fundraising and grant writing experience. The candidate should also have demonstrated success in building and sustaining relationships with various stakeholders, including employers and government agencies.
Languages:
Fluency in English is mandatory for this position, with a second language being desirable. Strong written and verbal communication skills are essential, as the candidate will be representing the organization publicly and engaging with diverse communities.
Additional Notes:
The position is open to candidates across Montana, with a preference for those based in Helena or Missoula. If based in Missoula, the role will be conducted from IRC's Missoula office; if based in Helena, the role will be remote with some in-person work and regular travel required. Candidates must be willing to travel regularly throughout Montana. The compensation for this position ranges from $79,326 to $85,000 annually, depending on various factors such as the labor market and individual candidate experience. The Economic Empowerment Program Manager will be responsible for several key areas:
- Program Development: Design and implement a workforce development program, including defining service delivery methods, eligibility criteria, and success metrics. Develop policies and materials tailored to the needs of Montana's rural population. Conduct outreach to recruit participants and assess their eligibility. Collaborate with the development team on grant proposals to enhance services and contribute to strategic planning with measurable goals.
- Workforce Development Board Engagement: Attend workforce development board meetings across Montana, establishing IRC as a local expert in serving English Language Learners and low-income job seekers. Build relationships with board members and influence funding priorities to secure multi-year public-sector funding.
- Community & Employer Relationship Building: Cultivate relationships with employers, donors, and educational institutions to expand opportunities for clients. Represent IRC Montana at community events and maintain a partner map to track relationships across the state.
- Geographic Expansion: Develop strategies for program expansion based on community needs and labor market data. Travel to new communities for outreach and relationship-building prior to program launches.
- Client Services & Outcomes: Oversee job readiness training and placement support, ensuring services are culturally responsive. Track client outcomes and aggregate data for reporting purposes.
- Team & Operational Leadership: Hire and manage program staff, collaborating with office leadership. Represent IRC Montana in public forums and lead special events. Monitor budgets and ensure compliance with funder requirements.
- Leadership, Coordination & Role Clarity: Act as the director" style="border-bottom: 1px dotted #007bff !important;">Executive Director's point person for workforce development, ensuring clear communication and role boundaries among staff.
- Data, Reporting & Continuous Improvement: Establish data collection systems and report performance to leadership and funders, documenting lessons learned for future program replication.
