Job Overview:
The Project Manager (PM) will oversee the Climate Resilient Cities - NURTURE project within the Country Program (CP). This role involves managing the project lifecycle from design to implementation and close-out, ensuring that all activities align with CRS program quality principles, donor requirements, and best practices. The PM will be responsible for maintaining effective communication with donors, government partners, and service providers, ensuring that project expectations are met. The position requires strong management skills to lead the project team, foster a positive work environment, and promote individual development. The PM will also analyze project performance data, identify challenges, and implement solutions to enhance project outcomes. Additionally, the PM will play a crucial role in project design and proposal development, as well as in strengthening partnerships relevant to climate resilience.
Duties and Responsibilities:
The Project Manager will manage and implement all project activities throughout the project cycle, including design, start-up, implementation, and close-out. Key responsibilities include ensuring compliance with CRS program quality standards and donor requirements, coordinating with project teams and partners, and maintaining relationships with donors and government agencies. The PM will supervise project staff, manage team dynamics, and provide coaching and performance management. The role also involves analyzing project performance data, identifying issues, and facilitating participatory processes to address implementation challenges. The PM will coordinate capacity-building efforts for partner organizations and oversee financial and material resource management to ensure efficient project execution.
Required Qualifications:
Candidates must possess a Master’s degree in international development, International Relations, environmental science, natural science, climate change adaptation, climate governance, or climate financing. Alternatively, a Bachelor's degree in a related field with two additional years of relevant experience may be accepted. A minimum of 2-3 years of field-based experience in coordinating or managing moderately complex projects, preferably with an international NGO, is required. Preferred qualifications include project management experience in environmental science and familiarity with government agencies involved in climate financing.
Educational Background:
A Master’s degree in relevant fields such as international development, International Relations, environmental science, natural science, climate change adaptation, climate governance, or climate financing is required. A Bachelor's degree in similar fields may be considered if accompanied by additional relevant experience.
Experience:
The position requires a minimum of 2-3 years of relevant field-based experience in project coordination or management, particularly in light to moderately complex projects. Experience with international NGOs is preferred, especially in areas related to climate resilience and environmental management.
Languages:
Proficiency in English and Filipino is mandatory for this position. Additional language skills may be considered an asset but are not required.
Additional Notes:
The position involves supervisory responsibilities over the NBS Specialist and Senior Policy Officer. Candidates must be willing to travel up to 30% of the time. The role is full-time, and CRS is committed to safeguarding the rights and dignity of all individuals, particularly vulnerable populations. The successful candidate will be expected to adhere to CRS's Code of Conduct and participate in safeguarding training. CRS prioritizes candidates who are citizens or permanent residents of the Philippines.
